The purpose of this Unemployment Insurance Program Letter (UIPL) is to advise states of the appropriate allowable period for states to exercise the emergency flexibilities authorized under Section 4102(b), EUISAA, to modify or suspend work search, waiting week, good cause, or employer experience rating.

This Training and Employment Guidance Letter (TEGL) conveys the following to States:

• The vision and content requirements for Unified and Combined State Plans under WIOA;
• The deadline and submission process for Unified and Combined State Plans under WIOA (Section 11);
• The requirements to have approved Unified or Combined State Plans in place for Program Year (PY) 2016 and beyond for the six core programs of WIOA; and
• The options for States to incorporate all or portions of partner programs into their State plan submissions if they choose to submit a Combined State Plan.

To provide information about Reversion 2021, a modified version of the Trade Adjustment Assistance (TAA) program created by the reversion provisions at Section 406 of the Trade Adjustment Assistance Reauthorization Act of 2015 (TAARA 2015). Reversion 2021 becomes effective at midnight on July 1, 2021, and applies to petitions filed with the Department of Labor (Department) for Trade Adjustment Assistance on and after July 1, 2021.

To announce the release and availability of an interim report, "Evaluation of the Jobs and Innovation Accelerator Challenge Grants: Interim Findings on Multiagency Collaboration and Cluster Progress," and to explain the context and background on multiagency collaboration for regional industry clusters; describe the goals and activities of the Jobs and Innovation Accelerator Challenge (JIAC) and Advanced Manufacturing - Jobs and Innovation Accelerator Challenge (AM-JIAC) regional industry clusters; provide Federal perspectives on progress through the summer of 2014; summarize industry cluster reports including participant characteristics, services and workforce outcomes through June 2014; and share next steps for the study.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "states") by: 1) identifying the FY 2021 Second Distribution of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

This guidance informs states that the Department will not reallot PY 2015 funds among states based on obligations made during PY 2014, as indicated in TEGL 29-14, Change 1. This is a one-time occurrence allowing states to use Rapid Response funds for WIOA implementation activities, as referred in TEGL 26-14. This guidance also provides States and outlying areas with revised WIOA Adult and Dislocated Worker PY 2015 program allotments, which became available to states in October 2015. The Change 3 to TEGL 29-14 revised the funding available to states on October 2015 to reflect the 0.2108 percent reduction enacted in the short-term Continuing Appropriations Act for FY 2016. This Change 4 to TEGL 29-14 rescinds the 0.2108 percent reduction and fully restores appropriated original funding.

To clarify participant eligibility for the National Farmworker Jobs Program (NFJP) authorized under Section 167 of the Workforce Innovation and Opportunity Act (WIOA).

The Employment and Training Administration (ETA) announces the release and availability of a final report, Exploring the Role and Adoption of Technology-Based Training and Employment Services.

To advise states of the operational requirements after the temporary unemployment benefit programs authorized under the CARES Act, as amended, end. These operational requirements apply after the temporary programs expire on September 6, 2021, or earlier if a state chooses to end participation before September 6, 2021.
