The purpose of this Training and Employment Notice (TEN) is to advise States of the availability of an Operations Checklist, developed by the Employment and Training Administration (ETA), for use by States to ensure they have systems and procedures in place to properly administer the Mixed Earners Unemployment Compensation (MEUC) program enacted in Section 261 of the Continued Assistance for Unemployed Workers Act (Continued Assistance Act).

To announce the release and availability of the Comparison of State Unemployment Insurance Laws 2016.

To provide states information about preliminary FY 2022 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.

To correct the Catalog of Federal Domestic Assistance (CFDA) number in the TEGL which is required to apply for ApprenticeshipUSA funding at www.grants.gov. The correct CFDA number is 17.285 (not 17.201 as previously cited).

To provide states with additional operating instructions in processing PUA claims and updated instructions for reporting PUA program activities.

To provide the State Workforce Agencies (SWAs) with final funding allotments for the remainder of Fiscal Year 2016 for the administration of the Work Opportunity Tax Credit (WOTC) program.

This Change 1 corrects the allocations in Attachment III for National Farmworker Jobs Program (NFJP) Career Services and Training (CST) grant recipients operating in California only (all other allocations remain the same as originally published).

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") by identifying the FY 2016 Initial Allocation amounts to states and describing the formula methodology the Department of Labor (Department) used to calculate these amounts; and to describe the process for states to request TAA reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

To provide states with instructions on how to access the BPA resources, including procedures to establish orders against the Department's BPAs for identity proofing services. The resources include the State BPA Ordering Guide, Roles and Responsibilities of States, Funding Attestation Template, and Frequently Asked Questions (FAQ).

To encourage collaborations between the workforce investment system and public libraries to improve the quality and quantity of employment and training services to job seekers and employers.
