Guidance Search
The Department of Labor provides this guidance search tool as a single, searchable location where users may search for guidance issued by any of the Department’s agencies, including significant guidance documents under Executive Order 12866. Individual guidance documents are maintained on the various agency websites, and if you know what agency you are looking for, you may also find guidance by navigating directly to that agency’s website. The Code of Federal Regulations and the Federal Register, which are not maintained by the Department, also include some of the Department’s interpretations of law and similar material.
OMB’s Final Bulletin for Agency Good Guidance Practices establishes policies and procedures for the development, issuance, and use of significant guidance documents by Executive Branch departments, including requiring that agencies enable the public to request that significant guidance documents be created, reconsidered, modified or rescinded. To petition for a significant guidance document to be created, modified, reconsidered, or rescinded, email the Department of Labor. Petitions should identify the specific guidance document by name and include your reason(s) for the request.
On January 20, 2021, President Biden issued the “Executive Order on Revocation of Certain Executive Orders Concerning Federal Regulation.” In response, the Department issued a final rule January 27, 2021 to rescind its August 28, 2020 rule on guidance documents.
Search Tips
- If you are searching using an acronym, try a second search with the acronym spelled out. For example, if you are searching for guidance related to the Davis-Bacon Act, try searching "Davis-Bacon Act" as well as "DBA".
- For more specific results, use quotation marks around phrases.
- For more general results, remove quotation marks to search for each word individually. For example, minimum wage will return all documents that have either the word minimum or the word wage in the description, while “minimum wage” will limit results to those containing that phrase.
Training and Employment Guidance Letter (TEGL) No. 05-23 provides information to the public workforce system and other entities that receive federal financial assistance under Title I of the Workforce Innovation and Opportunity Act (WIOA), as well as education and training programs or activities receiving Department of Labor (DOL) financial assistance, regarding the prohibition on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics.
Training and Employment Guidance Letter (TEGL) No. 04-23 conveys to states the Administration’s priorities, State Plan requirements, submission process, and deadline for WIOA Unified and Combined State Plans (State Plans) for PY 2024 through 2027, consistent with WIOA Sections 102 and 103.
Unemployment Insurance Program Letter (UIPL) No. 16-23 notifies states that Appendix E of ET Handbook No. 407, 4th Edition, Tax Performance System (TPS), regarding state employer Unemployment Insurance (UI) audit functions (formerly “field audit functions”) and procedures, has been revised.
Unemployment Insurance Program Letter (UIPL) NO. 15-23 transmits the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from October 1 – December 31, 2023, (first quarter of Fiscal Year (FY) 2024).
Unemployment Insurance Program Letter (UIPL) NO. 14-23 provides State Workforce Agencies (states) with the new FIC (810-destination 0001) for the USSF to be used for all Unemployment Compensation for Ex-servicemembers (UCX) claims and billing activities related to this military branch.
Unemployment Insurance Program Letter (UIPL) No. 13-23 provides states information about preliminary FY 2024 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.
Training and Employment Guidance Letter (TEGL) No. 03-23 issued guidance 1) clarifies the allowable uses of Workforce Innovation and Opportunity Act (WIOA), its successors, and other competitive grant funds for outreach activities; and 2) provides examples of how grantees can use grant funds to effectively and equitably conduct outreach to meet the needs of and better engage businesses and jobseekers.
Training and Employment Guidance Letter No. 02-23 advises State Workforce Agencies, or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as “states”) of the state distribution amounts of FY 2023 TAA Program TaOA funds.
Training and Employment Guidance Letter (TEGL) No. 01-23 1) advises states of the availability of disadvantaged Youth and Adult data for use in the WIOA Youth and Adult within-state allocation formulas and, 2) requests that states use this data in their PY 2023 and future within-state allocation formulas.
Unemployment Insurance Program Letter (UIPL) No. 20-22, Change 1 announces the end of the application period for STC grants under Section 2110(g) of the CARES Act effective June 3, 2023.
