Data Definitions

This table provides references for the data definitions in our annual TAA Program Statistics.  This summary data pulls from three different data sources: our petition data, participant data, and financial data. Details on the petition statistics can be found in the petition statistics FAQ and details on our performance indicators can be found on our Performance Indicators page. Details on the various TAA grant allocations can be found on our TAA financial data page and in our annual report to Congress.

Data Source Measure Description
Petitions Petitions Filed The count of worker groups for which petitions were filed in the period.
Petitions Petitions Certified The count of worker groups that were determined eligible for TAA in the period.
Petitions Petitions Denied The count of worker groups that were determined ineligible for TAA.
Petitions Certified Workers The number of estimated affected workers in worker groups that were certified in the period.
Financials Total TAA Funding The total funds allocated in the fiscal year for the TAA Program. This is the sum of the three other allocation amounts.
Financials Training and Other Activities Allocation The total funds allocated in the fiscal year for carrying out training, case management, administration, job search, and relocation benefits. These grant funds can be expended in the year they are provided and the two fiscal years following the grant allocation.
Financials Trade Readjustment Allowances Allocation The total funds allocated in the fiscal year for providing Trade Readjustment Allowances (TRA) to TAA participants in the fiscal year of the allocation.
Financials Reemployment TAA Allocation The total funds allocated in the fiscal year for providing Reemployment Trade Adjustment Assistance (RTAA) or Alternative Trade Adjustment Assistance (ATAA) to TAA participants in the fiscal year of the allocation. Whether a participant has access to RTAA or ATAA benefits depends on the version of the TAA Program they are certified under.
Participants New TAA Participants The number of individuals who first received TAA benefits or services within the period.
Participants Current TAA Participants The number of individuals who received any TAA benefit or service within the period.
Participants New Training Participants The number of TAA participants who first started training in the period.
Participants Current Training Participants The number of TAA participants who received training services during the period.
Participants New TRA Recipients The number of TAA participants who first received TRA benefits in the period.
Participants Current TRA Recipients The number of TAA participants who received TRA benefits during the period.
Participants Training Participant Exiters The number of TAA participants who exited the program in the period and had received training services at any time during the period.
Participants TAA Participant Average Duration The average duration of TAA participation from the date of TAA benefits or services are first received to date of the final TAA benefit or service received in days.
Participants Employment Rate Q2 The percentage of program participants who are in unsubsidized employment during the second quarter after exit from the program. Calculation details on TAA Performance Reporting.
Participants Employment Rate Q4 The percentage of program participants who are in unsubsidized employment during the fourth quarter after exit from the program. Calculation details on TAA Performance Reporting.
Participants Median Earnings Q2 The median earnings of program participants who are in unsubsidized employment during the second quarter after exit from the program. Calculation details on TAA Performance Reporting.
Participants Credential Attainment The percentage of those participants enrolled in an education or training program (excluding those in OJT and customized training) who attained a recognized postsecondary credential or a secondary school diploma, or its recognized equivalent, during participation in or within one year after exit from the program. Participants Measurable Skills Gains The percentage of participants who are in an education or training program that leads to a recognized postsecondary credential or employment and who are achieving documented academic, technical, occupational, or other forms of progress, towards such a credential or employment. Calculation details on TAA Performance Reporting.
Participants Wage Replacement The percentage of participants' pre-participation earnings divided by post-participation earnings for participants who are in unsubsidized employment during the second quarter after exit from the program. Pre-participation earnings is based on median earnings in the first quarter prior to participation. Post-participation earnings is based on the median earnings in the second quarter after exit.
Participants Employed Participants who Changed Industry Sector The percentage of participants who are in unsubsidized employment during the second quarter after exit from the program who have a different primary industry for employment between their first quarter prior to participation and their second quarter after exit. Primary industry is based on the North American Industry Classification System (NAICS) two-digit prefix. Participants who do not have valid industry codes reported are excluded from this percentage.
