To advise states of the latest extension of the Emergency Unemployment Compensation (EUC08) program and temporary Extended Benefits (EB) provisions, and new temporary EB provisions.

The Employment and Training Administration (ETA) and the Bureau of Labor Statistics (BLS) jointly remind State Workforce Agencies (SWAs) responsible for the administration of the UI program that state Labor Market Information (LMI) offices are important stakeholders and partners when states are modernizing their UI information technology (IT) benefits and tax systems and need to be included throughout the lifecycle of a modernization project. Concurrent with the publication of this Training and Employment Notice (TEN), BLS is issuing a LMI Administrative Memorandum with the same content as this TEN.

The purpose of this Training and Employment Notice (TEN) is to announce changes to the Workforce Innovation and Opportunity Act (WIOA) regulations as part of the implementation of the Wagner-Peyser Act Staffing Flexibility final rule. The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information on:

•Options for states to have in place approved Workforce Investment Act and Wagner-Peyser Act (WIA/W-P) State Plans and waivers for Program Year (PY) 2011.
•When State Plan modifications and waiver requests are required.
•Potential future revisions to Stand-Alone and Unified Strategic State Planning Guidances.

To provide guidelines for the FY 2020 UI RESEA grants and to invite State Workforce Agencies to submit applications for funding.
