To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2015 funds for activities that support the prevention and detection of UI improper benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures.

To ensure State Workforce Agencies (SWA) are aware of the Federal military retired pay annual COLA provided by the Department of Defense.

To provide policy and program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through WIGS.

To ensure that states are aware that: 1) the social security survivors and old age retirement annuities and the Federal civilian pensions annual cost-of-living adjustment (COLA) will increase for calendar year 2020 and 2) COLA information is located on the U.S. Office of Personnel Management (OPM) website.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") in administering the TAA program by identifying the FY 2015 Second Distribution amounts to states and describing the formula methodology the Department of Labor (Department or We) used to calculate these amounts; and to describe the process for states to request TAA program reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

To distribute an electronic version of a new Guide to State and Local Workforce Data: For Analysis and Informed Decision Making (hereafter referred to as the "Guide"), which makes it easy for a wide variety of users to understand what state and local labor market information/workforce information (LMI/WI) is available on various topics and to locate specific data tables quickly.

To provide information and expand awareness of the extension of the HCTC Program, to advise States in assisting job seekers and workers, and to cancel, effective immediately, Training and Employment Notice (TEN) No. 10-19.

In accordance with WIOA sec. 122, this guidance explains the requirements and timelines for determining training provider eligibility in order to utilize WIOA title I-B training funds and for publicly disseminating the eligible training provider list.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide Senior Community Service Employment Program (SCSEP) states, territories, and outlying areas with guidance for submission of four-year Stand-Alone State Plans, including the submission process and deadline for submission. Note that this guidance pertains only to states that are submitting a SCSEP Stand-Alone State Plan for Program Years (PY) 2020-2023. States that are including SCSEP as part of a Combined State Plan for 2020-2023 must refer to ETA guidance for submission of Unified and Combined State Plans under the Workforce Innovation and Opportunity Act (WIOA) for Program Years (PYs) 2020-2023 for instructions.

To provide guidance to the State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as "states") for phasing out the amendments to the Trade Act of 1974 enacted by the Trade and Globalization Adjustment Assistance Act of 2009 (TGAAA or the 2009 Amendments). Because December 31, 2010 (the statutory deadline) is a Federal holiday, followed by Saturday, January 1, and Sunday January 2, petitions received on and before 11:59 PM EST, Monday, January 3, will be governed by the 2009 Amendments, and workers covered by those petitions may be eligible for the benefits and services provided by those Amendments. Petitions filed after that date and time will be governed under the prior law, and workers covered by those petitions may be eligible for the benefits and services provided under that prior law.
