To announce that the Employment and Training Administration (ETA) will host a Virtual Federal/State UI Tax Summit August 20 - 22, 2019.

To provide a summary of selected ETA 581 data with associated charts and tables for CY 2009.

To initiate the SQSP process, provide supplemental instructions, and define additional requirements for the FY 2020 SQSP.

To provide State Workforce Agencies (SWAs) with instructions on how to navigate the Benefits and Tax applications of the Data Validation (DV) State Web Software Version 3.2.0.

To provide states an updated Federal Schedule of Remuneration that reflects the retroactive 2.6 percent pay rate increase for members of the uniform services authorized by Executive Order 13866 on March 28, 2019.

To advise states of the availability of a new Web-based tool to assist states in administering the provisions of the Unemployment Compensation Extension Act of 2010 (Extension Act).

To announce the release and availability of a literature review, an interim report, and a final report on the Feasibility Study and Evaluation of Non-Traditional Occupation Demonstrations.

To announce amendment to the regulations governing the criteria states must meet to obtain interest-free advances to pay Unemployment Compensation (UC) when their Unemployment Trust Fund (UTF) accounts have insufficient funds to pay benefits.

To revise and replace Training and Employment Guidance Letter (TEGL) No. 04-14 which formalized TAADI as a required component of quarterly reporting submitted by State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" ("states") and established procedures for corrective action by the Department of Labor (Department) in the event of non-compliance. This revision will align TAADI with use of the Participant Individual Record Layout (PIRL) for reporting and will incorporate recent measure changes.

To revise: (a) the ETA 581 Contribution Operations report, (b) Employment and Training (ET) Handbook No. 401, Unemployment Insurance Reports (UIR) Handbook – 4th Edition, and (c) ET Handbook No. 402, UIR User Manual – 5th Edition. The revisions are needed in order to change the following reporting requirements on the ETA 581 Contribution Operations report: (a) delete the items for reporting the number of outstanding contribution reports and estimated contributions for prior quarters; (b) add items for reporting State Unemployment Tax Act (SUTA) dumping detection activities; and (c) include all unreported employees when reporting misclassified employees discovered from audits.
