To announce the Unemployment Insurance (UI) Interstate Benefits and Federal Programs Training Conference scheduled to be held September 4 – 7, 2007, in St. Petersburg, Florida, and to encourage state workforce agency staff participation.

To provide suggestions to states regarding administrative uses of the $8 billion Reed Act distribution made on March 13, 2002.

To request Workforce Investment Act (WIA) Section 166 grantees to submit nominations for consideration by the Secretary of Labor for appointment to fill expiring terms of membership on the Native American Employment and Training Council (Council).

To provide the final planning allotments for PY 2002 basic labor exchange activities to the states, as required by Section 6(b)(5) of the W-P Act, as amended, and to announce changes to the Reemployment Services Allotments for PY 2002.

To provide all SCSEP grantees with the notice of proposed revised performance measures policy that will become effective at the beginning of Program Year (PY) 2007 (July 1, 2007), and to describe the process for reaching agreement on PY 2007 performance goals for the designated core measures.

Last summer, Congress proposed and enacted a rescission of $177.5 million from the WIA Title I dislocated worker program for PY 2001. This notice is to provide to states advance notice of a planned determination by the Secretary of Labor on or before June 28, 2002, of revised Program Year (PY) 2001 allotments for the dislocated worker program under WIA Title I as a result of the congressional rescission contained in the Supplemental Appropriations Act, 2001 (Public Law 107-20). In furtherance of the implementation of that rescission, the Employment and Training Administration will revise applicable Notices of Obligation (NOO) on or before June 28, 2002. The President has proposed a supplemental appropriation to restore the amount rescinded from the dislocated worker formula program and that proposal is pending before Congress.

The purpose of this Training and Employment Notice (TEN) is to announce two recently released policies from the Interagency Council on Access and Mobility and identify how the workforce investment system can link to a newly devised coordinated human services transportation planning process. These coordination policies were promulgated to: (1) promote the participation of federally-assisted grantees in a locally-coordinated human services transportation planning process which would reduce transportation duplication, increase service efficiency, and expand access for populations that face major transportation challenges; and (2) coordinate resources to maximize accessibility and availability of transportation services by encouraging vehicles and rides to be shared with other federally-assisted programs, customers, or other members of the riding public.

To provide guidance to states and local areas for Program Year 2002 youth services under the Workforce Investment Act (WIA) of 1998.

To modify certain procedures under TEGL 21-06 for State Workforce Agencies and ETA National Processing Centers to process H-2B labor certification applications. H-2B visas are for temporary employment in non-agricultural occupations.

As stated in Training and Employment Guidance Letter No. 6-01, dated November 14, 2001, General Administration Letters have been eliminated as an advisory series.
