Supporting a Unified Talent Development System
To disseminate the U.S. Department of Education (ED), Office of Career Technical and Adult Education’s (OCTAE’s) Program Memorandum 26-3 to the public workforce system. Memorandum 26-3 outlines practical strategies for states to support a unified talent development system that seamlessly connects secondary education, postsecondary education, workforce training, and employment, by aligning activities under the Workforce Innovation and Opportunity Act (WIOA) and the Carl D. Perkins Career and Technical Education Act of 2006, reauthorized as the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).

Updated Dates for Permanent Transition of Unemployment Insurance Required Reports and Benefit Accuracy Measurement Applications from the Unemployment Insurance Database Management System to the Unemployment Insurance Reporting System
To provide State Workforce Agencies (SWAs) with an updated notice of the upcoming permanent transition of the Unemployment Insurance Required Reports (UIR) and Benefit Accuracy Measurement (BAM) applications from Unemployment Insurance Database Management System (UIDBMS) to Unemployment Insurance Reporting System (UIRS); to provide instructions to SWAs on how to submit data to UIRS; and to advise SWAs that starting January 20, 2026, all states must transmit their UIR data only through UIRS and that starting February 9, 2026, all states must transmit their BAM data only through UIRS.
