To provide adjusted funding levels for Program Year (PY) 2011 allotments for the Dislocated Worker program under WIA Title I Section 132(c) on recapture and reallotment.

To provide SCSEP state and territorial grant applicants with application instructions, procedures, and allotments for Program Year (PY) 2012 funds, with a period of performance beginning July 1, 2012.

To provide policy and program guidance for the development, management, and delivery of Labor Market Information and Workforce Information (LMI-WI) core and special information services to state and local workforce investment boards (WIBs), One-Stop Career Centers, businesses, other employers, and the job-seeking public.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide Senior Community Service Employment Program (SCSEP) states, territories, and outlying areas with guidance for submission of two-year modifications to SCSEP Stand-Alone State Plans, including the process and deadline for submission. Note that this guidance pertains only to states that submitted a SCSEP Stand-Alone State Plan for Program Year (PY) 2020-2023. States that included SCSEP as part of a Unified or Combined State Plan for PY 2020-2023 must refer to TEGL 4-21 "Modification Requirements for Workforce Innovation and Opportunity Act (WIOA) State Plans for Program Years (PYs) 2022 and 2023" for instructions.

To provide adjusted funding levels for PY 2021 allotments for the DW program under WIOA Title I Section 132(c) on recapture and reallotment.

To inform and to remind the workforce investment system of the performance reporting requirements and associated timelines for submitting the reports for the following programs/activities:

• quarterly and annual reports and data validation results for the Workforce Investment Act (WIA) title IB programs and National Emergency Grants (NEGs);
• quarterly reports and data validation results for the Wagner-Peyser Act Employment Service;
• activities authorized under chapter 41 of title 38 United States Code (Local Veterans’ Employment Representative and Disabled Veterans’ Outreach Programs);
• the Trade Adjustment Assistance (TAA) program,
• the Indian and Native American Program (INAP); and
• the National Farmworker Jobs Program (NFJP).

To share nonpartisan information and resources with states and local areas to make access to nonpartisan voting information and services more easily available through the public workforce system.

This Change 2 to Training and Employment Guidance Letter (TEGL) No. 3-21 conveys the remaining balance for Fiscal Year (FY) 2022 WOTC funding allotments and explains application requirements for State Workforce Agencies (SWAs) based on appropriated funding. Additionally, this Change 2 TEGL announces 18 states selected to receive additional FY 2022 backlog award funding and provides instructions to those states on how to proceed. The rest of TEGL No. 3-21 remains the same.

This Training and Employment Guidance Letter (TEGL) 11-11, Change 2 clarifies the implementation of the Selective Service registration requirements of the Workforce Investment Act (WIA) of 1998 § 189(h), codified at 20 CFR 667.250, and the Military Selective Service Act (50 U.S.C. App. 453), codified at 32 CFR Part 1605. This guidance clarifies that grantees, subgrantees, or contractors funded or authorized by Title I of WIA must set a policy for potential participants who are males 26 years old or older that failed to register with the Selective Service. The policy may either (1) request a Status Information Letter from a potential participant before making a determination of knowing and willful failure to register; or (2) initiate the process to determine if the potential participant’s failure to register was knowing and willful without the first requesting a Status Information Letter (see Section 4. Ensuring Selective Service Compliance in the Public Workforce System). This clarification replaces and supersedes prior guidance issued.

To provide guidance to the states regarding the content of the WIA Annual Report narrative; including strategies for serving veterans (as referenced in section 4, part E), and the procedures for submission of the report to the Employment and Training Administration (ETA). The Annual Report is due on Monday, October 1, 2012.
