To notify State Workforce Agencies (SWAs) of the availability of Fiscal Year (FY) 2016 funds for activities that support improved operations through the prevention and detection of UI improper benefit payments, state performance improvements, and addressing outdated Information Technology (IT) system infrastructures.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide guidance to state and local workforce investment area staff and WIA Youth Program service providers to increase literacy and numeracy gains of out-of-school, basic skills deficient youth and to further clarify reporting policies and requirements. This TEGL does not change or replace any previous guidance related to the literacy and numeracy gains measure.

To provide guidance and information on the requirement to have participants of the U.S. Department of Labor, Veterans' Employment and Training Service's (VETS) homeless veterans programs enroll in WIOA title I workforce programs available through AJCs.

To advise state workforce agencies of the latest extension and modifications of the EUC08 program, and of the extension of the temporary EB provisions.

To provide guidelines for the FY 2022 UI RESEA grants and to invite State Workforce Agencies to submit a RESEA State Plan.

To announce the availability of up to $65 million for Reemployment & System Integration (RSI) Dislocated Worker Grants (RSI-DWGs) of up to $1.1 million per State (including Outlying Areas), to support high quality service delivery and improve employment outcomes for dislocated workers, including those who are also unemployment insurance claimants or long-term unemployed, through investment in integrated technology solutions that support connectivity across programs and services provided to dislocated workers. These grants will be funded through the National Dislocated Worker Grant program.

To provide information to states regarding FY 2012 UI State Administration base resource allocations, above-base funding, and general guidelines for resource planning.

To notify State Workforce Agencies of the availability of up to $15 million for selected states to participate in the ARPA UI Navigator Program. These funds will help workers learn about, apply for, and, if eligible, receive UI benefits and related services (i.e., navigate the UI program) and to support state agencies in delivering timely benefits to workers—especially individuals in groups that are historically underserved, marginalized, and adversely affected by persistent poverty and inequality.

To announce the release and availability of the research report: Employer Views about the Short-Time Compensation Program: A Survey and Analysis in Four States Final Report.

To provide State Workforce Agencies (SWAs) with guidelines and key dates for the completion of CY 2011 UI BAM paid and denied claims sample cases and the publication of CY 2011 BAM data.
