Vision for the One-Stop Delivery System under the Workforce Innovation and Opportunity Act (WIOA)

Purpose

This Training and Employment Guidance Letter (TEGL) lays out the vision for the one-stop delivery system under the Workforce Innovation and Opportunity Act (WIOA) and links to key technical assistance resources to support states and local areas as they integrate this vision into their one-stop delivery system (http://www.doleta.gov/wioa). This guidance is also being issued by the Department of Education's Office of Career, Technical, and Adult Education and Office of Special Education and Rehabilitation Services. It was developed in collaboration with these agencies, as well as the Department of Health and Human Services, Administration for Children and Families. The Employment and Training Administration (ETA) will soon issue additional guidance to other programs administered by DOL that covers governance, operational, and service delivery topics related to the one-stop delivery system.

Release and Availability of a New Research Report: Evaluation of the Re-Integration of Ex-Offenders (RExO) Program: Two-Year Impact Report

Purpose

In 2005, the Employment and Training Administration (ETA) began a joint initiative with the Department of Justice to aid primarily urban communities heavily affected by the challenges associated with high numbers of prisoners seeking to re-enter their communities following completion of their sentences. This Training and Employment Notice announces the release and availability of the first impact report from this evaluation, entitled: Evaluation of the Re-Integration of Ex-Offenders (RExO) Program: Two-Year Impact Report.

With regard to Question 11 in the attachment to UIPL 27-20, Change 1, this UIPL provides a correction to and supersedes UIPL 27-20, Change 1.

This change Training and Employment Guidance Letter (TEGL) is being issued to reflect modifications made to the original TEGL 11-01, which include the following: updated information regarding the regression modeling tool for target setting, revised time periods to submit renegotiated goals, and updated language to include the common measures waiver in negotiations.

This guidance letter describes criteria and procedures the Department of Labor (DOL) will use when considering state requests to revise negotiated levels of performance established under title IB of WIA.
