My dear Mr. Secretary:
I learn from friends on the Pacific Coast who are as much interested in the matter as I am that the treatment of Chinese students coming to this country by our immigration officers is almost as unsatisfactory as ever, subjecting them to very serious mortification. I wish very much that it might be ordered that Certificate No. 6 properly filled should entitle them to entrance without further examination on this side of the water. Every item of this sort is of importance, particularly at this time when the feeling between nations is perhaps more important than anything else.
Having conferred with you previously about this matter, I know that I am speaking into a sympathetic ear.
