This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with the application instructions, allocations, and the process and procedures for the first quarter of Program Year (PY) 2016. It also provides information on the transition to grants that will be awarded under the SCSEP Funding Announcement (FOA) to provide SCSEP services.

To convey the WOTC Fiscal Year (FY) 2022 initial funding allotments and application requirements for State Workforce Agencies (SWA) based on funding appropriated through a continuing resolution (CR) through December 3, 2021.

To inform States of the guidelines for the negotiation process for the first two years of implementation of the WIOA title I programs (Adult, Dislocated Worker, and Youth) and the Wagner-Peyser Employment Service program, as amended by title III of WIOA, for PY 2016 and PY 2017. Once negotiated levels are agreed upon by each State and the Employment and Training Administration (ETA), they will be incorporated into the State Unified or Combined Plan. This guidance also provides information on the negotiations process for the Adult Education and Family Literacy Act programs under title II of WIOA and the Vocational Rehabilitation program as amended by title IV of WIOA for PY 2016 and 2017.

This Training and Employment Guidance Letter (TEGL) conveys to states the Administration's priorities, modification requirements, submission process, and deadline for the required modification of the WIOA Unified and Combined State Plans (State Plans) for PY 2022 and PY 2023, consistent with Sections 102 and 103 of WIOA.

To provide policy and program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through WIGS.

To further clarify the use of YouthBuild funds expended under each Program Year's (PY) grant awards

To inform the workforce system of updates to the Employment and Training Administration's (ETA's) 9130 Financial Report and Instructions (hereafter referred to as ETA-9130 or 9130), and to provide information and additional guidance regarding new and revised reporting requirements. The 9130 reporting instructions are the primary sources for detailed instructions to complete and submit financial reports, and this Training and Employment Guidance Letter (TEGL) should be used as a supplemental resource. The appropriate program rules, regulations, and terms and conditions of the grant award may also contain specific reporting guidelines. Therefore, this TEGL does not contain information about all sections or line items on the 9130; rather it only covers areas where additional clarification or guidance will help ensure consistent and accurate financial reporting.

This Change 1 to Training and Employment Guidance Letter (TEGL) No. 3-21 conveys additional Fiscal Year (FY) 2022 WOTC funding allotments and application requirements for State Workforce Agencies (SWAs) based on funding appropriated through a continuing resolution (CR) through February 18, 2022. The rest of TEGL No. 3-21 remains the same.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") in administering the TAA program (as described below in Section 3) by identifying the FY 2016 Second Distribution amounts to states and describing the formula methodology the Department of Labor (Department) used to calculate these amounts; and to describe the process for states to request TAA Program reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide guidance to state and local workforce investment area staff and WIA Youth Program service providers to increase literacy and numeracy gains of out-of-school, basic skills deficient youth and to further clarify reporting policies and requirements. This TEGL does not change or replace any previous guidance related to the literacy and numeracy gains measure.
