Health and Safety Practices for Migrant and Seasonal Farmworkers and Agricultural Employers during the Coronavirus Disease 2019 Pandemic

Purpose

In response to the spread of Coronavirus Disease 2019 (COVID-19), this guidance requests State Workforce Agencies (SWA), in coordination with the National Farmworker Jobs Program (NFJP) grantees, take certain actions and provide information regarding measures to support health and safety for migrant and seasonal farmworkers (MSFW) and agricultural employers.

Program Year (PY) 2015 Workforce and Labor Market Information Grants to States (WIGS): Policy and Program Guidance, Deliverables, and Formula Allocations

Purpose

To rescind TEGL 39-14 and replace it with TEGL 39-14, Change 1. Change 1 clarifies in Section 6c and in Attachment 2, Other Requirements-Data Collection (attachment page 4) that when a grantee conducts ETA data collection activities in an alternative manner from BLS technical standards and methodologies, they are requested to document and submit a defensible rationale to the appropriate ETA regional office, but they are not required to obtain advance approval from that office. The remainder of the TEGL remains unchanged.

Fiscal Year (FY) 2011 Second Distribution of Trade Adjustment Assistance (TAA) Training Funds and Distribution of Remainder of FY 2011 Training, Job Search and Relocation Allowance Funding

Purpose

To inform State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "States") of the assumptions used in determining the FY 2011 Training Cap; to inform States of the Department of Labor's (Department) decision to distribute 100 percent of these funds through this distribution; and to provide the funding formula used in calculating the Second Distribution of FY 2011 Training Funding Amounts, defined as the remainder of the 35 percent of fiscal year training funds that were held in reserve, as well as to the remainder of job search and relocation allowance funds that were not distributed to States in response to reserve requests received before July 1, 2011.

Vision for the One-Stop Delivery System under the Workforce Innovation and Opportunity Act (WIOA)

Purpose

This Training and Employment Guidance Letter (TEGL) lays out the vision for the one-stop delivery system under the Workforce Innovation and Opportunity Act (WIOA) and links to key technical assistance resources to support states and local areas as they integrate this vision into their one-stop delivery system (http://www.doleta.gov/wioa). This guidance is also being issued by the Department of Education's Office of Career, Technical, and Adult Education and Office of Special Education and Rehabilitation Services. It was developed in collaboration with these agencies, as well as the Department of Health and Human Services, Administration for Children and Families. The Employment and Training Administration (ETA) will soon issue additional guidance to other programs administered by DOL that covers governance, operational, and service delivery topics related to the one-stop delivery system.
