To modify Employment and Training (ET) Handbook 395 to incorporate crossmatches with the NDNH as a mandatory part of the BAM case investigation methodology and to provide State Workforce Agencies with instructions on use of the NDNH as part of BAM audits.

To transmit to the State Employment Security Agencies (SESAs) the system and procedural requirements for the electronic exchange of wage and separation information for the UCFE and UCX programs, and the Claims Control system for both programs. To also advise SESAs that model code for the UCFE Interstate Connection (ICON) application is also being issued under separate cover by Lockheed Martin.

To notify the States of a one year suspension of the Dislocated Worker earnings measure as a determining factor for PY 2005 incentive awards and sanctions. This notice merely suspends the use of this measure in determining incentive awards for PY 2005; it does not change the policy that will be used to determine incentives and sanctions in future Program Years.

To transmit estimated employer contribution rates for CY 2001.

To provide states with the forumla methodology used in developing the Fiscal Year (FY) 2007 base allocations and to describe the process for requesting additional TAA program reserve funds for training and job search and relocation allowances.

To announce grant awards to 15 local Workforce Investment Boards (Local Boards) and Youth Councils to develop a strategic plan and conduct activities that support youth connections and linkages to One-Stop systems.

To transmit a correction to the Minimum DUA Weekly Benefit Amount for major disasters declared during the first quarter of fiscal year (FY) 2007. This issuance corrects an error in the AWBA for the Virgin Islands.

To change the OES Code provided in ESPL 01-01, Change 1 (see 4. "Action Required ", Item b). Since the 2000 - 2001 policy clarification provided to the State Employment Service Agencies was effective, it is being extended through the 2001-2002 season. This policy clarification applies to the processing of H-2B temporary applications for limited jobs in the landscaping industry which include only those activities addressed in this guidance.
