Background: The Department of Labor is issuing non-financial reporting requirements for programs funded under Titles II and III of the Job Training Partnership Act (JTPA). These instructions update and replace those published in the Federal Register of November 12, 1992. OMB Approval and Reporting Burden: The SPIR reporting requirements are approved by the Office of Management and Budget (OMB) according to the Paperwork Reduction Act of 1980 under OMB Approval No. 1205-0321 to expire June 30, 1995. Reporting Instructions: The Governor will submit a separate report record for each participant who terminates from a JTPA program, as specified in the attached instructions for preparation of the SPIR. a. Highlights of Technical Changes from JASR/WAPR Line Items. While a number of new items have been incorporated into the SPIR record for JTPA participants, certain line items from the JASR/WAPR have been retained and modified. These are highlights of such line items changes: 1) Age distribution has been changed to "Date of Birth" 2) Education status has been changed to "Highest School Grade Completed". 3) Family status has been expanded to a multi-category item. 4) Handicapped has been changed to "Individual with a Disability", which is a multi-category item. 5) Offender has been changed to a multi-category item. 6) Reading skills below 7th grade level has been changed to "Reading Skills Grade Level or the Reading Skills Raw Test Score". 7) Math skills (an optional JASR sub-item within Multiple Barriers to Employment) has been changed to "Math Skills Grade Level or the Math Skills Raw Test Score" and is a required line item on the SPIR. 8) The Long-term AFDC recipient timeframe has been changed to 36 or more of the 60 months prior to application. NOTE: On the SPIR, the recipient may or may not be receiving AFDC payments at the time of application. 9) Homeless has been expanded to a multi-category item. 10) Pregnant/Parenting Teen (an optional JASR sub-item within Multiple Barriers to Employment) has been changed to "Pregnant/Parenting Youth" and is a required line item on the SPIR. 11) Substance abuse (an optional JASR sub-item within Multiple Barriers to Employment) has been made a required line item on the SPIR. 12) U.C. status has been changed to "Unemployment Compensation Status", which is a multi-category item. 13) Labor force status has been further expanded. 14) Unemployed 15 or more of prior 26 weeks has been changed to "Number of Weeks Unemployed During the Prior 26 weeks". 15) Welfare grant type has been changed to "Public Assistance Recipient" and expanded. 16) Average hourly wage at termination has been changed to "Hourly Wage at Termination". (SPIR information is by individual.) 17) Average weekly earnings of employed at follow-up has been changed for Title II to "Hourly Wage at Follow-up". Average hourly wage at follow-up for Title III has been changed to "Hourly Wage at Follow-up". "Hours worked per week" has been added to complete the information needed to calculate weekly earnings. (These changes were necessary as SPIR information is by individual and to use a common concept here for Title II and III.) 18) Average number of weeks worked in follow-up period has been changed to "Number of Weeks Worked in Follow-up Period. (This change was necessary as SPIR information is by individual.) 19) Average hourly wage - preprogram for Title III has been changed to "Wage of the Job-of-Dislocation (Title III only)". 20) Preprogram wage has been redefined and as a separate line item on the SPIR applies to both Title II and Title III participants. 21) Concurrent participation has been expanded and may apply to both Title II and Title III participants. 22) Appendices, similar to those traditionally included with the JASR/WAPR, have been revised to more closely reflect the structure of the SPIR. Background: The JTPA Title II Program uses three reporting forms: the JSPR, the JSSR and the JASR. Reporting instructions were transmitted to the States via TEIN 18-88 (JSPR and JSSR) and TEGL 10-89 and TEIN 30-90 and Change 1 (JASR). The JTPA Title III (EDWAA) Program uses two reporting forms: the WQFR and the WAPR. Reporting instructions were transmitted to the States via TEIN 28-88 and Changes 1, 2, 3, and 4. Required Reports: Reporting Periods and Due Dates a. JTPA Summer Performance Report (JSPR) is due in the ETA National Office and Regional Offices by November 15, 1992 for the year ended September 30, 1992. This report is to be submitted on a Statewide basis for Title II-B; b. JTPA Semiannual Status report (JSSR) is due in the ETA National Office and Regional Offices by February 15, 1993 for the 6 months ended December 31, 1992 and by August 15, 1993 for the year ended June 30, 1993. These reports are to be submitted on a Statewide basis for Title II-A (SDA and Governor's Set aside); and c. JTPA Annual Status Report (JASR) is due in the ETA National Office and Regional Offices by August 15, 1993 for the year ended June 30, 1993. This report for Title II-A is to be submitted separately for each Service Delivery Area (SDA) with a separate JASR roll-up of the individual SDA report data. (This JASR statewide roll-up of the individual SDA data should not be submitted by single-SDA States.) d. single EDWAA Quarterly Financial Report (WQFR) for all EDWAA programs in the State is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program quarter (i.e., submitted no later than 11/15; 2/15; 5/15 and 8/15). e. EDWAA Annual Program Report (WAPR) is due in the ETA National Office and Regional Offices by August 15, 1993. This report is to be submitted: separately for each designated Sub state Area (SSA), along with a separate WAPR statewide roll-up of the SSA report data; a separate WAPR covering all Governor's Statewide, regional or industry-wide projects funded under Section 302(c)(1)(B) of Act; and a separate WAPR covering all projects funded under Secretary's National Reserve Grants Section 302(a)(2). Reporting Instructions: a. EDWAA Quarterly Financial Report (WQFR) for Title III in PY 1992 will contain entries for the availability and expenditures of funds granted for PYs 1992, 1991, and 1990. (The life of any unexpended PY 1989 monies or earlier year funding has expired.) The edit checks for the WQFR to be used during PY 1992 are specified in TEIN 28-88. The formula funds edits for Lines 9 and 10 are: Line 9 -- For the reports for the third and fourth quarters, the sum of the entries in Columns A. and B. on this line should equal the entry in Column A., Line 1. (This relationship may or may not exist for WQFR submittals for the first and second quarters. Refer to Sec. 302(c)(2) of the Act). Line 10 -- The sum of the entries in Columns A. and B. on this line should equal the entry in Column A., Line 5. b. submittal of JASR and WAPR statewide roll-ups includes the compilation of averages for certain line items on roll-up reports. Compilation guidance was provided in TEIN 2-90, Attachment A. c. time to time, it is practical for a State to submit reports via FAX to the ETA National Office. This report and instructions will be provided to recipients upon ETA receipt of final approval from the Office of Management and Budget (OMB). NOTE: Quarterly data for the DWSPR will be prepared on a grant inception-to-date basis, rather than by program year. i. required by the Non-traditional Employment for Women Act (NEW) described in TEGL 5-91 and Change 1 may be captured from the Standardized Participant Information Report (SPIR) database maintained by the States/SDAs. For example, SPIR 13-week post program follow-up information will be acceptable for NEW. j. of JT 2000 Incentive Grant monies to all States was announced in TEIN 27-91. Requirements for reporting of expenditures on a quarterly basis, via the SF 269 Financial Status Report, were provided in the grant award package. k. Final Rule for the Standardized Participant Information Report (SPIR) will be published in the Federal Register during the first quarter of PY 1992. States should be aware that refinements to the Proposed Rule of March 12, 1992 have been made as a result of the public comments received, coordination with other work training programs and comments made at the spring JTPA Performance Standards Conferences. These refinements have been forwarded to OMB as part of their review and approval process. l. on the single 90/30-day period of inactive status specified for termination of participants in the instructions for the JASR, WAPR and SPIR is provided as Attachment C. to this directive. m. necessitated by legislative changes, in the definitions for VETERAN and HANDICAPPED INDIVIDUAL (Individual with a Disability), have been provided as revised pages to the reporting instructions via TEIN 30-90, Change 1 (JASR/JSPR) and TEIN 28-88, Change 4 (WAPR). Reference. DINAP Bulletins Nos. 94-18; 94-18, Change 1; 94-25; 94-27; and 95-01. Background. On Thursday, July 27, the President signed the 1995 rescission bill, which became Public Law 104-19. As you probably have heard, one of the provisions of this act eliminates all new funding for JTPA title II-B programs for the summer of 1996. As a by-product of this rescission action (while it was pending), the Department issued two "pots" of PY 94 title II-B funds for the Summer Youth program for CY 1995. Because the second title II-B Notice of Obligation (NOO) was not signed and mailed out until late June, and because many grantees on the Payment Management System (PMS) did not receive access to that second II-B issuance in a timely manner, many grantees have asked DINAP staff if they could carry some title II-B funds over to next year to operate a reduced-size Summer Youth program in 1996. This bulletin provides Departmental policy with regard to those issues. Also, as a result of certain revisions to the title II-B allocation formula and the issuance of a reduced amount for the title IV-A program for PY 1995, many grantees have planning documents [Budget Information Summary (BIS) and Program Planning Summary (PPS)] which do not reflect actual new funds and carry-in for the appropriate funding period(s). Policy. It is the policy of the Department of Labor's Employment and Training Administration that activities conducted under title II-B of JTPA are still allowable, and that these activities may continue to be conducted using all funds legally available for those purposes spelled out in the Act. Unless the Act itself is repealed, grantees may continue to operate programs under title II-B of JTPA during the summer of 1996, using whatever funds remain to them for title II-B purposes. All carry-in limits previously issued for title II-B funds are hereby withdrawn, including limits imposed on the deobligation of II-B funds from the now-expired 99-1/B-3 grants to the new B-5 grants which (for title II-B purposes) became effective on May 15, 1995. Grantees operating Summer Youth programs during 1996 need not submit a Summer Plan for DOL approval, but will be expected to report on the expenditure of Federal funds as previously instructed by November 15, 1996. Action. Grantees needing to submit revised 1995 planning documents should do so at once to the address contained in DINAP Bulletin No. 94-27.
