References: (a) Job Training Partnership Act (JTPA) interim final regulations at 20 CFR Section 627.455 and 627.904; (b) Training and Employment Guidance Letter (TEGL) No. 7-92 "Transition Guidance for Implementation of the Job Training Partnership Act (JTPA) Amendments of 1992"; and (c) TEGL No. 1-93, "Calendar Year 1993 Summer Youth Employment and Training Program." Background: Section VI, Participant and Termination Summary, of the instructions for the JTPA Quarterly Financial Status Report (JQSR) was moved from original Page 6 to revised Page 7 in the Change 1, issued on January 31, 1994. The note on original page 6 was omitted from the beginning of Section VI on revised page 7, where a "new" note was inserted, prior to the instruction for Line 31. Corrected Section VI instructions, containing the original note as well as the new note, are attached. Action Required: State JTPA Liaisons are requested to distribute the revised Pages 7 and 8 to all officials within the State who need such information to implement the new reporting requirements.

Amended Reporting Instructions to JTPA Title II Quarterly Status Report, Pages 7-8 Line 30 Program Income Expended - SDA Programs Enter the total amount of program income expended by SDAs through the end of the reporting period. (Sec. 141(m), Sec. 627.425(b)(2)(iii) and Sec. 627.450) VI. PARTICIPANT AND TERMINATION SUMMARY SPECIAL NOTE: In the section, on the report for the current year's grant, include ALL participants/terminations, by column, in the program during the current year, regardless of which year of funds were used to fund their activities. No entries are to be made in Section VI on JQSRs submitted for other than current year grants. Include here participants/terminations of individuals who receive training/services with funds reported on the JSSR. No entries are to be made in Section II or III on the JSSR for PY 1993. Information in Section VI of the JQSR will be reported on a cumulative basis from the beginning of the PROGRAM YEAR through the end of the quarterly report period. Entries in this section will be zero-based at the beginning of the PY (i.e., for Titles IIA and IIC, July 1; Title IIB, October 1). NOTE: In lines 31, 32, and 33, Columns (A) and (C), as appropriate, record individuals in activity funded with Service Delivery Area (77 percent) and/or Incentive (5 percent) monies. Reference: Training and Employment Information Notice (TEIN) No. 20-92. Background: The Targeting, Outreach and Recruitment (TOR) TAG was prepared for the U.S. Department of Labor (DOL) by Region X and a team of JTPA practitioners, including both Regional and State staff. The project involved a sample of customers in an information exchange to identify needs, experts and model systems. The Guide is being provided to States and Service Delivery Areas to enhance targeting, outreach and recruitment activities necessary to meet the increased emphasis on serving those with serious barriers to employment. The TOR TAG begins with a look at system planning -- how it affects programs and specifically how it relates to targeting, outreach, and recruitment. The Guide then moves to Targeting and addresses the importance of this activity and how it can improve decisions about how the most needy can benefit from services. Next is a chapter on the Marketing Plan, which describes how public relations, outreach, and recruitment can fit neatly into a plan and assure that programs maximize resources while delivering a positive and consistent message to intended audiences. Following this, outreach and recruitment are treated in detail with definitions, concepts and many examples. Each chapter begins with a short introduction and definition of the concept. A description of the purpose and intent is next, followed by a presentation of methods and techniques. Ideas for how to manage the particular function are addressed. Finally, each chapter ends with a complete listing of citations from the Act and Regulations that readers may find helpful. Advance copies of the TAGs were distributed at the DOL sponsored train-the-trainer sessions on Targeting, Outreach and Recruitment held the weeks of November 15, November 29, and December 6. This TAG is part of a series of technical assistance guides and training being developed to assist States and service delivery areas (SDAs) in the implementation of quality JTPA programs. In addition to this TAG, the series include technical assistance guides and training in critical program areas such as: Assessment; Case Management; SDA Monitoring of Service Providers; On-the-Job Training; Financial Management; Procurement; and State Oversight. Distribution: Copies of the TAGs are being provided under separate cover to all State Liaisons for distribution to: -- SDAs (4 copies each); -- State Worker Adjustment Liaison (3 copies); -- State Employment Service Administrator (one copy); and -- State JTPA agency (balance of copies). The TAGs have been prepared in a loose-leaf format suitable for use in a three-ring binder. Computer disks are also being provided to the State Liaisons for distribution of one to each SDA.
