To reissue and clarify UCFE procedures to re-emphasize the need to actively seek recoupment of UCFE overpayments; and to retransmit a current list of Federal agencies which use the claims processing services of a contractor.

To transmit reissued Section of the Risk Analysis Technical Assistance Guide entitled "Final report - Vol 1: Findings, Analyses and Recommendations (Document E-1).

To provide guidance to State Employment Security Agencies (SESAs) on the development of special studies to facilitate taking UI program improvement actions ("QC program studies").

To clarify the effects that IRCA provisions have upon UI claimstaking procedures and providing of information to the Immigration and Naturalization Service (INS).

To provide SESAs with the general guidelines use Regional office monitors in assessing the adequacy of QC case investigations.

To provide guidelines for the acceptance of changes to the QC questionnaire.

To announce the bases on which the Secretary will make a determination to grant a waiver from participation in the Immigration and Naturalization Service’s (INS) automated alien status verification system.

To provide a separate Federal identification code for the bureau of the Census and solicit State coop-eration with DOC representatives who will be contacting them to discuss strategies for handling the large influx of claimants expected as a result of the decennial census..

a. To announce the start up of a National UI/QC Clearinghouse for the exchange of information among the State Employment Security Agencies (SESAs) regarding UI program improvements growing out of the Quality Control program.

b. To describe the scope of the Clearinghouse and provide information to the SESAs on how it will operate.
