Purpose

The intent of this Training and Employment Guidance Letter (TEGL) is to provide guidance on the types of work sites that are acceptable for construction training for YouthBuild participants, describe the minimum construction activities allowed for work site training, and clarify the policy around successful exit as it pertains to hands-on occupational training. The purposes of this guidance are: to update Training and Employment Guidance Letter (TEGL) No. 6-09, issued September 15, 2009 by describing the non-substantive changes that have been approved since then; to replace Attachment A: Data Preparation and Reporting Handbook (2009 TAPR Handbook), with TEGL No. 6-09, Change 1, Attachment A: 2012 Data Preparation and Reporting Handbook (2012 TAPR Handbook); and to make available a table of data validation edit checks for the TAPR, as Attachment B to this TEGL.

This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2016 funds, which became available to states in October 2015. This Change 3 to TEGL 29-14 revises the funding available to states on October 2015 to reflect the 0.2108 percent reduction enacted in the short-term Continuing Appropriations Resolution for FY 2016.
