Operational Guidance for National Dislocated Worker Grants, pursuant to the Workforce Innovation and Opportunity Act (WIOA or Opportunity Act)

Purpose

To provide guidance to the workforce investment system on the policies and priorities that govern the award and use of the Secretary's discretionary National Dislocated Worker Grants (DWG), under the WIOA, Title I, Section 170, which becomes effective July 1, 2015. The new program is preceded by National Emergency Grants (NEG) under Title I of the Workforce Investment Act of 1998 (WIA), and National Reserve Account grants under the Job Training Partnership Act Title III.

To provide guidance to the workforce system on providing services under the Adult and Dislocated Worker programs under WIOA Title I, and individuals served by Wagner Peyser, as amended by WIOA Title III, beginning July 1, 2015. This guidance also includes clarifications and flexibilities on using these funds and guidance to States for making sub-state allocations with Adult, Youth, and Dislocated Worker formula funds.

Operations Guidance Regarding the Impact of Workforce Innovation and Opportunity Act Implementation on Waivers Approved Under the Workforce Investment Act.

Purpose

The purpose of this guidance is to communicate the Employment and Training Administration's (ETA) waiver policy for PY 2015 for Workforce Investment Act (WIA) waivers currently approved for many states. This guidance addresses the status of such waivers during Program Year (PY) 2015, when most provisions of the Workforce Innovation and Opportunity Act (WIOA) go into effect. This guidance also communicates ETA's position on waivers under WIOA.

Effective July 1, 2011, Expired Petition Forms Will No Longer Be Accepted for Filing for Trade Adjustment Assistance and Alternative Trade Adjustment Assistance

Purpose

To notify State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") that beginning June 30, 2011, the Department of Labor (Department) will no longer accept ETA Form 9042 (Rev. 4/09) and its Spanish translation, ETA Form 9042A (Rev. 4/09). Effective July 1, 2011, these forms will not be accepted as valid forms for use in filing for Trade Adjustment Assistance (TAA) and Alternative Trade Adjustment Assistance (ATAA).

Availability of Program Year 2019 Funding for State Apprenticeship Expansion Grants, "Building State Capacity to Expand Apprenticeship through Innovation"

Purpose

This Training and Employment Guidance Letter (TEGL) announces the availability of $73 million in Program Year (PY) 2019 funds to States through tiered funding. The goal of these funds is to expand the national Registered Apprenticeship system by funding baseline activities that improve States’ ability to serve, improve, and strategically scale the Registered Apprenticeship Program (RAP) model described in 29 C.F.R. parts 29, Subpart A, and 29 C.F.R.30; and to fund innovations aimed at using RAPs as a tool for developing the economy and building infrastructure.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") by: 1) identifying the FY 2020 Initial Allocation of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.
