To provide guidance for the funding and management of FY 2010 annual grant allocations for Foreign Labor Certification (FLC) programs.

To advise State Workforce Agencies or agencies designated by Governors as ?Cooperating State Agencies? (CSAs or ?States?) that the authorization of appropriations for the TAA program expires on December 31, 2014, and termination provisions will take effect beginning on January 1, 2015, absent congressional action.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information on:

• Options for states to have in place approved Workforce Investment Act and Wagner-Peyser Act (WIA/W-P) State Plans and waivers for Program Year (PY) 2010.
• When State Plan modifications are required.

To provide guidance to Employment and Training Administration (ETA) grantees on the implementation of the Department of Labor's "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards" regulation, which goes into effect on December 26, 2014.

To provide State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs or "states") with guidance to continue the TAA and ATAA and RTAA programs (collectively referred to as the TAA program) through the fiscal year ending on September 30, 2015 (FY 2015).

To provide instructions for the preparation and submission of Program Year (PY) 2010 NFJP grant plans under Section 167 of the Workforce Investment Act (WIA).

To notify National Emergency Grant (NEG) grantees of changes to the Employment and Training Administration's (ETA's) NEG modification process. These revised procedures are effective immediately.

To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act funded activities for Program Year (PY) 2010. These performance goals, once they are agreed upon between the state and the Employment and Training Administration (ETA), will be incorporated into the State’s Strategic Plan for the WIA and Wagner-Peyser Act.

The purpose of this guidance is to provide those SCSEP grantees that were awarded FY 2010 Additional Funds with further instructions and procedures for the funds that became available on January 29, 2010. The period of performance is from January 29, 2010 through June 30, 2011, even though the statute makes funding available through December 31, 2011.

To provide guidance and direction regarding the availability of Health Coverage Tax Credit (HCTC) National Emergency Grant (NEG) resources for health insurance coverage assistance and support services for eligible Trade Adjustment Assistance (TAA) recipients and other eligible individuals, as authorized under the Workforce Investment Act of 1998, and to inform potential applicants and current grantees of changes made to the program by the TAA Health Coverage Improvement Act of 2009.
