The Employment and Training Administration (ETA), in collaboration with the Department's Chief Evaluation Office (CEO), is pleased to announce commencement of an exploratory evaluation to help the U.S. Department of Labor (DOL, or Department) learn more about the customer experience in American Job Centers (AJCs). DOL has contracted with IMPAQ International, LLC and ideas42 (the IMPAQ team) to conduct this study.

To announce the availability of an incarceration data exchange with SSA’s PUPS systems through the ICON network and to provide instructions to states on the steps required to access the data exchange. The incarceration data exchange will provide State Workforce Agencies (SWAs) with the ability to cross-match UI claims information with SSA's prisoner data to aid states in determining if an individual meets UI eligibility requirements.

DOL has contracted with Mathematica Policy Research, Social Policy Research Associates, The George Washington University, and Capital Research Corporation (the study team) to conduct this study.

To advise states that the deadline for submitting a grant application to assist states in promoting equitable access to unemployment compensation (UC) programs is extended to November 30 , 2021.

To inform and provide procedural guidance to the State Workforce Agencies (SWAs), Participating Agencies, and Federal and State partners on the retroactive legislative reauthorization of all Work Opportunity Tax Credit (WOTC) target groups, the Empowerment Zones that expired on December 31, 2014, and the introduction of a new target group and WOTC ETA Forms. Also, to provide procedural guidance to SWAs for processing and issuing determinations for all certification requests.

To notify State Workforce Agencies of the availability of up to $200 million in funding to support states in improving UC systems and processes following a consultative assessment with a team of experts provided by the U.S. Department of Labor's (Department) Employment and Training Administration (ETA).

This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with the application instructions, allocations, and the process and procedures for the first quarter of Program Year (PY) 2016. It also provides information on the transition to grants that will be awarded under the SCSEP Funding Announcement (FOA) to provide SCSEP services.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 2016.

To inform State Workforce Agencies (SWAs) about the launch of the NASWA UI Integrity Center's Behavioral Insights Toolkit and to provide states with information on how to access the Toolkit resources.
