To inform the states of the revised requirements for submitting unemployment compensation (UC) legislative and other materials using the Form MA 8-7.

To announce the publication and distribution of ¡§The Youth Council Toolkit.¡¨

The intent of this guidance is to further clarify the application of the literacy/numeracy measure, initially provided in Attachment C, Educational Functional Level Descriptors, in Training and Employment Guidance Letter (TEGL) 17-05, issued February 17, 2006. This change TEGL only addresses specific reporting changes for the Youth literacy/numeracy measure.

To provide guidance to State Workforce Agencies responsible for Wagner-Peyser labor exchange services for the continued use of reemployment services allotments for Program Year (PY) 2001 and guidance for obtaining and using PY 2002 program allotments announced in Training and Employment Guidance Letter 13-01.

The attached checklists update the status of the following ETA Advisories:

To inform SWAs of a project to facilitate the exchange of data with the SSA.

To announce the release and the availability of ETA Occasional Paper 2007 – 07 titled Ready4Work Peer Review of Data Collection.

a) To transmit guidance for submission of modifications to State Strategic Five-Year Plans for title I of the Workforce Investment Act and the Wagner-Peyser Act; b) To encourage use of the modification process to add additional partners to the One-Stop System and move toward unified planning; and c) To announce the reinstatement of the Planning Guidance and Instructions for Submission of the Strategic Five-Year Plan for title I of the Workforce Investment Act and the Wagner-Peyser Act, i.e., the guidance for stand-alone planning originally issued February 25, 1999.

To announce the availability of two ETA Occasional Papers:

• ETA Occasional Paper 2007 – 08 titled Literature Review: Business/Faith-Based and Community Organization (FBCO) Partnerships; and
• ETA Occasional Paper 2007 – 09 titled Action Steps for Businesses: A Guide to Developing Partnerships with Faith-Based and Community Organizations (FBCOs).
