Labor Surplus Area List for Fiscal Year 2002

Purpose

To announce the release of the Fiscal Year (FY) 2002 Labor Surplus Area (LSA) list. The LSA list is published on the following websites: www.doleta.gov and www.usworkforce.org. It will no longer be published in Area Trends. On December 31, 2001, the list was published in the Federal Register. Unfortunately, the publication contained errors including omission of the City of Miami, Florida; listed Port St. Lucie City, County of St. Lucie Florida in the wrong county and spelled Yuma Arizona as Luma. The FY 2002 list will be republished in the Federal Register, in the near future. The list included on the websites does not contain these errors.

Reference: Field Memo on Regional Support for Linkages with SCSEP as Part of the One-Stop Career Center System, Older Worker Bulletin 97-19, and Older Worker Bulletin 97-14. Background: The Employment and Training Administration's One-Stop Career System Solicitation for Grant Applications (SGA) mandates that, at a minimum, the following programs be included in the "One-Stop" system: dislocated worker programs, Employment Service Programs, Veterans Employment Service programs, Title II of JTPA, the Senior Community Service Employment Program under title V of the Older Americans Act, and Unemployment Insurance programs. DOL has the responsibility of supporting this partnership and, thus, has enlisted the support of the Regional offices. The attached Field Memo, provides additional information on DOL Regional support for linkages with SCSEP as part of the One-Stop Career Center System. Another attachment provides information on Regional One-Stop Leads. Action Requested: Please share this information with interested parties.

To announce the availability of Regional Innovation Grants, utilizing limited National Emergency Grant (NEG) funds, to state workforce agencies and local workforce investment boards (WIBs) to initiate comprehensive, sustainable, and integrated regional planning using the Workforce Innovation in Regional Economic Development (WIRED) conceptual framework and principles. The activities from this grant will result in a strategic and transformative regional plan that, when implemented, will counteract the effects of events resulting from an economic shock in a region and will prepare workers and businesses to compete and succeed in a global economy.

ETA Performance & Reporting Summits 2007

Purpose

To announce three national education and training sessions on performance reporting and management. These training sessions are intended to introduce and clarify the reporting changes contained in the Workforce Investment Streamlined Performance Reporting (WISPR) System, further enhance states’ ability to report against the common measures and provide a venue for discussing policy questions. Attendees will have the ability to raise issues with federal staff and learn what other states and local areas are doing to support integration by targeting multiple programs. The session will also deal with ways to reduce data validation issues in the workforce system by providing targeted training on common issues, and provide information, clarification, materials and tools to participants to support state and local training efforts.
