To provide guidance on compliance with the requirements of recent appropriations act provisions, including Section 511, Division E of the Consolidated Appropriations Act, 2010, Public Law No. 111-117, regarding the Association of Community Organizations for Reform Now (ACORN).

To inform the State Workforce Agencies of the extension of the approval period for the AOPs, the designation of MSFW states, and the PY 2014 designation of Significant MSFW and Bilingual Local Offices through June 30, 2016. This means that current AOPs, designated MSFW states, and Significant MSFW and Bilingual Local Offices will remain the same through June 30, 2016. States do not need to submit updated AOPs.

This guidance describes additional indicators of performance for the INA program, and provides guidance on submitting waivers to statutory and regulatory requirements, including to the primary indicators of performance at Section 116(b)(2)(A) of the Workforce Innovation and Opportunity Act (WIOA).

To announce the Road to Recovery: Strategies for Reemployment Conference, which will be held December 14-15, 2010, in Arlington, Virginia, encourage the participation of state Unemployment Insurance (UI) staff, and provide information on how state UI agencies may be reimbursed for actual travel and per diem to attend the conference.

To announce the availability of BAM training for National, Regional, and state personnel responsible for monitoring and/or investigating the accuracy of paid and denied claims in State Unemployment Insurance (UI), Unemployment Compensation for Federal Employees (UCFE), and Unemployment Compensation for Ex-Servicemembers (UCX) programs.

To inform states of the guidelines for the negotiations process of WIA Title IB program performance and performance levels for Wagner-Peyser Act funded activities for PY 2015. Once performance goals are agreed upon by the state and the Employment and Training Administration (ETA), they will be incorporated into the state's Strategic Plan. ETA intends to extend current PY 2014 goals into PY 2015; this guidance is provided for any state that decides to negotiate revised goals for PY 2015.

This guidance provides states and outlying areas with revised allotment levels for WIOA Title I Adult, DW, Youth, and Wagner-Peyser Act ES PY 2019 funds. This Change 1 to Training and Employment Guidance Letter (TEGL) 16-18 revises the PY 2019 appropriated funding set aside for program integrity and evaluation purposes.

To provide guidance to states impacted by the oil spill in the Gulf of Mexico resulting from the explosion of the Deepwater Horizon offshore oil drilling platform regarding: 1) documentation and reimbursement for oil spill related activities; 2) identification of workers unemployed as a result of the oil spill; 3) reporting requirements related to oil spill activities; 4) confidentiality provisions that apply to information sharing between the state and the "responsible party" (RP) and/or the Gulf Coast Claims Facility (GCCF); and 5) information on the disposition of the reimbursed funds.
