To provide State Workforce Agencies SWAs with advance notice of the upcoming permanent transition of the UIR and BAM applications from UIDBMS to UIRS to provide instructions to SWAs on how to submit data to UIRS and to advise SWAs that effective December 6 2025 all states must transmit their UIR data only through UIRS and BAM data only through UIRS starting December 27 2025. 2.Action Requested. The Department of Labor s Department s Employment and Training Administration ETA requests that Administrators of SWAs provide the information in this Unemployment Insurance Program Letter UIPL to the appropriate state unemployment insurance UI program. SWAs should ensure information technology IT staff are aware of and follow instructions related to the submission of UIR data to UIRS beginning December 6 2025 and submission of BAM data to UIRS beginning December 27 2025. 3.Summary and Background. a.Summary Effective December 6 2025 all states must transmit their UIR data to UIRS instead of UIDBMS. Effective December 27 2025 all states must transmit their BAM data to UIRS instead of UIDBMS. The Department will no longer accept data submissions for these applications in UIDBMS after these respective dates. b.Background Training and Employment Notice TEN No. 26-23 Unemployment Insurance UI Reporting System issued on April 19 2024 announced the Department s project to modernize UIDBMS a server-based reporting system replacing it with UIRS a cloud-based reporting system. Unemployment Insurance Program Letter UIPL No. 15-24 Permanent Transition of Data Validation DV and Tax Performance System TPS Applications from the Unemployment Insurance Database Management System UIDBMS to the Unemployment Insurance Reporting System UIRS issued on July 17 2024 announced the permanent transition to a modernized cloud-based system for the Data Validation DV and Tax Performance System TPS applications. 2 For additional information refer to the webinar conducted on April 22 2024. Note that state staff must create an account with the UI Community of Practice in WorkforceGPS to access this content. Creation of the UIRS is a multi-year project throughout which the Department will deploy new UIRS applications in a progressive rollout by program or function to all states. The Department will continue to engage with state regional and national users through meetings webinars and user acceptance testing to ensure the functionality and desired user experience are achieved. 4. Guidance. a. Data Transition. All states must transmit UIR and BAM data to UIRS in accordance with the established deadlines in the associated program handbooks beginning December 6 2025 and December 27 2025 respectively. UIRS accepts all file formats that states are currently utilizing to transmit data to UIDBMS e.g. .txt .csv . Instructions on Creating a Login.Gov Account and rules of behavior for State User Access to UIRS are available online in WorkforceGPS https ui.workforcegps.org resources 2024 06 10 19 45 Unemployment Insurance Rep orting System . Users must establish a Login.gov account to access the cloud-based environment. The Department is in the process of completing development and testing of the UIR and BAM applications in UIRS and will have migrated the state submitted data into the new platform as of the publication of this guidance. The development process included discovery and production planning sessions with stakeholder collaboration as well as multiple rounds of user acceptance testing. States should be aware that given the previously completed transition of the DV and TPS applications to UIRS once the UIR and BAM applications transition to submitting data using the production version of UIRS the legacy state UIDBMS servers and state-side UIR and BAM applications will be scheduled for decommissioning. b. UIRS Training. Training materials and user guides regarding the UIR and BAM applications will be available in the UI Community of Practice in WorkforceGPS https ui.workforcegps.org resources 2024 06 10 19 45 Unemployment Insurance Repo rting System. c. Important Dates. Any future changes will be appropriately announced to the UI system. July 15 2024 The UIRS production environment for DV and TPS became available for all states. All other ETA reports and UI applications data transmissions continue via the UIDBMS. 3 December 6 2025 Planned launch of the next phase of the UIRS modernization project to include the UIR application with availability for all states to use and transmit data in UIRS. The UIRS production environment for UIR must be used by all states. UIRS becomes the required system for UIR in addition to DV and TPS which were previously transitioned to the UIRS as announced in UIPL No. 15-24. December 27 2025 Planned launch of the BAM application with availability for all states to use and transmit data in UIRS. The UIRS production environment for BAM must be used by all states. UIRS becomes the required system for BAM. ETA anticipates hosting a webinar demonstrating the UIR and BAM applications in UIRS in partnership with the Department s Office of the Chief Information Officer through the UI Community of Practice in WorkforceGPS. December 29 2025 Data transmissions received for UIR and BAM via UIDBMS will no longer be accepted. All other UI applications and or data transmissions continue via the legacy UIDBMS. 5. Inquiries.
