Rapid Reskill Employment Recovery National Dislocated Worker Grants (Reskill DWGs)
To announce the availability of approximately $50 million for Reskill DWGs, with award amounts ranging from $2,000,000 to $8,000,000. This grant opportunity emphasizes dual objectives: 1) support innovative models for the rapid reskilling and reemployment of dislocated workers and 2) fill critical talent gaps in domestic manufacturing, aerospace, energy production, construction, and other occupations necessary for the reindustrialization agenda of the Trump Administration. These grants support Executive Order 14278, Preparing Americans for High-Paying Skilled Trade Jobs of the Future, and America’s AI Action Plan.

Change 1 to Training and Employment Guidance Letter No. 01-25: Process for Requesting Fiscal Year 2026 Trade Adjustment Assistance Program Funds
This Change 1 updates TEGL No. 01-25 to provide instructions for states to request Fiscal Year (FY) 2026 Trade Adjustment Assistance (TAA) Program funds. Except for the revisions described in this Change 1, all processes, requirements, and criteria outlined in TEGL No. 01-25 remain unchanged and apply to FY 2026 funding. This guidance does not rescind or cancel TEGL No. 01-25.

Modification Requirements, Priorities, and Technical Assistance for Senior
Community Service Employment Program Stand-Alone State Plans for Program
Years 2026-2027 for States, Territories, and Outlying Areas
To provide states, territories, and outlying areas with guidance for submission of modification of the four-year Senior Community Service Employment Program (SCSEP) Stand-Alone State Plans, including the submission process and deadline for submission. Note that, while this guidance generally aligns with the Workforce Innovation and Opportunity Act (WIOA) guidance, this TEGL pertains only to states that are submitting a SCSEP Stand-Alone State Plan modification for Program Years (PYs) 2026–2027. States that are including SCSEP as part of a modification of the Combined State Plan for 2026–2027 must refer to Training and Employment Guidance Letter (TEGL) No. 07-25 that the Employment and Training Administration (ETA) issued on January 26, 2026, for instructions on submission of Combined State Plans modifications.

This Training and Employment Guidance Letter (TEGL) provides Senior Community Service Employment Program (SCSEP) state, territorial, and national grantees with Program Year (PY) 2026 SCSEP allotments and the application instructions for PY 2026 grant submissions.
