Purpose. To provide INA grantees with Comprehensive Services Program CSP and Supplemental Youth Services Program SYSP funding allotments for PY 2022 for the Workforce Innovation and Opportunity Act WIOA Section 166 programs. This TEGL also provides guidance on excess carry-in of funding at the end of PY 202 1. 2. Action Requested. None. 3. Summary and Background. a.Summ ary - The Employment and Training Administration ETA is issuing this TEGL to notify INA grantees of PY 2022 grant allocations. b. Background - ETA issued a Funding Opportunity Announcement FOA-ETA-22-05 on March 21 2022 to announce the solicitation of applications for employment and training grants authorized under Section 166 of WIOA. As a result of the solicitation 166 grantees were selected to receive a grant award. Award amounts are based on the funds appropriated in the Consolidated Appropriations Act 2022 Pub. L. 117-103 and the funding formula described at 20 CFR 270 b . A total of 56 351 790 in CSP funds and 13 932 627 in SYSP funds will be allocated to federally- recognized tribes tribal colleges Native American non-profit organizations Alaska Native organizations and Native Hawaiian organizations throughout the United States see list of grantees and awards amounts in Attachment I . These grantees will receive an annual grant award for four consecutive years subject to appropriated funding starting in PY 2022 and continuing through PY 2025 June 30 2026 . Each annual grant award will have a 36- month period of performance. 4. Grantee Expenditure Rates and Review of Four-Year Strategic Plans. a For PY 2022 ETA will place an emphasis on grantee expenditure rates to address the high level of unspent funds by grantees that have accumulated over the past two years as a result of the pandemic. Grantees with large amounts of unspent funds will have conditions placed on their PY 2022 grant awards that describe the actions the grantee 2 must take to address the high level of unspent funds. Failure to meet these conditions will result in corrective actions that include a reduction in PY 2023 funds or other actions deemed necessary to address the high level of unspent funds. b The competitive proposals submitted as part of the FOA application serve as the four- year strategic plan for the WIOA grant. The Division of Indian and Native American Programs will review the quality of the four-year strategic plans and will contact grantees that require revisions and or improvements to their plan.5.
