To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 2008.

• To provide preliminary FY 2009 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans;

• To explain how base resources were allocated among states.

To provide State Workforce Agencies (SWAs) instructions for implementing the changes to the TEUC program related to displaced airline and related workers.

To respond to questions from states concerning eligibility determinations related to Disaster Unemployment Assistance (DUA).

To solicit the participation of four state UI agencies to test a measure of the reemployment rate of UI claimants.

To provide states with instructions for implementing and operating the Emergency Unemployment Compensation, 2008 (EUC08) program, including fiscal and reporting instructions.

To respond to questions concerning implementation of the TEUC extension for displaced airline and related workers.

To transmit the Experience Rating Index (ERI) for states for rate years 1998-2002.

To inform State Workforce Agencies (SWAs) of advance funding for EUC08 workloads and the opportunity to submit a supplemental budget request (SBR) for funding of EUC08 implementation costs.

To transmit to state workforce agencies (SWAs) a revised directory of state and Department of Labor (DOL) staff involved with UI tax and/or TPS matters. This directory is intended for internal use only.
