To advise State Workforce Agencies (SWAs) of the Provisions of Title II of the Job Creation and Worker Assistance Act of 2002 (the Temporary Extended Unemployment Compensation Act of 2002), to provide instructions for implementing the legislation, and to provide fiscal and reporting instructions.

To inform states of OMB's approval of the ETA 586, Interstate Arrangement for Combining Employment and Wages, and transmit the new expiration date and the National Office's burden hour estimate for this reporting requirement.
