The purpose of this Training and Employment Guidance Letter (TEGL) is to provide Senior Community Service Employment Program (SCSEP) states, territories, and outlying areas with guidance for submission of four-year Stand-Alone State Plans, including the submission process and deadline for submission. Note that this guidance pertains only to states that are submitting a SCSEP Stand-Alone State Plan for Program Years (PY) 2020-2023. States that are including SCSEP as part of a Combined State Plan for 2020-2023 must refer to ETA guidance for submission of Unified and Combined State Plans under the Workforce Innovation and Opportunity Act (WIOA) for Program Years (PYs) 2020-2023 for instructions.

Instructions for Phasing Out Changes to the Trade Act of 1974 Enacted by the Trade and Globalization Adjustment Assistance Act of 2009

Purpose

To provide guidance to the State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as "states") for phasing out the amendments to the Trade Act of 1974 enacted by the Trade and Globalization Adjustment Assistance Act of 2009 (TGAAA or the 2009 Amendments). Because December 31, 2010 (the statutory deadline) is a Federal holiday, followed by Saturday, January 1, and Sunday January 2, petitions received on and before 11:59 PM EST, Monday, January 3, will be governed by the 2009 Amendments, and workers covered by those petitions may be eligible for the benefits and services provided by those Amendments. Petitions filed after that date and time will be governed under the prior law, and workers covered by those petitions may be eligible for the benefits and services provided under that prior law.

Workforce Innovation and Opportunity Act (WIOA) Title I Training Provider Eligibility and State List of Eligible Training Providers (ETPs) and Programs

Purpose

The purpose of this guidance is to identify actions that states can take to meet requirements for training providers, program eligibility, and the state ETP list in WIOA Section 122 and 20 CFR part 680. WIOA and its regulations established the allowable types of training, including both work-based and classroom instruction, with the goal of ensuring provider performance, job-driven training, informed consumer choice, continuous improvement, and cost-effective investment of public funds. This guidance replaces Training and Employment Guidance Letter (TEGL) 41-14, Workforce Innovation and Opportunity Act (WIOA or Opportunity Act) Title I Training Provider Eligibility Transition, and the subsequent TEGL 41-14, Change 1.

Increasing Credential, Degree, and Certificate Attainment by Participants of the Public Workforce System

Purpose

The purpose of this Training and Employment Guidance Letter (TEGL) is fourfold. First, this TEGL officially reinforces the President’s goal that every American complete at least one year of postsecondary higher education or career training. Second, it announces the Employment and Training Administration’s (ETA) commitment to the Secretary of Labor’s High Priority Performance Goal to increase credential attainment by participants of the public workforce system. Third, this TEGL describes strategies that state and local workforce agencies, their strategic partners, and ETA discretionary grantees can adopt to both increase the rate of credential attainment among workforce program participants and improve the quality of those credentials. Fourth, it clarifies the reporting requirements for each of the programs included in the goal. Any additional requirements on state or local workforce agencies or discretionary grantees would be addressed in future guidance.
