To describe how the Employment and Training Administration (ETA) interprets the statutory and regulatory requirements of the National Dislocated Worker Grant Program's disaster grants (Disaster Recovery DWGs) as they apply to the unique challenges of the opioid crisis. Under this guidance, eligible applicants can obtain Disaster Recovery DWGs to create disaster-relief employment as well as to provide employment and training activities, including supportive services, to address economic and workforce impacts related to widespread opioid use, addiction, and overdose.

This Training and Employment Guidance Letter (TEGL) corrects the expenditure timeframe to allow state workforce agencies (SWA) to use the Fiscal Year (FY) 2018 funding allocations for Work Opportunity Tax Credit (WOTC) activities through December 31, 2019.

This guidance provides states with revised allotment levels for WIOA Adult and DW FY 2019 funds, which became available to states in October 2018. This Change 1 to Training and Employment Guidance Letter (TEGL) 16-17 restores the set-aside for evaluations to the funding available to states in October 2018.

To provide a correction to the formula for calculating Reemployment Trade Adjustment Assistance (RTAA) payments and to respond to questions from State Workforce Agencies (SWAs) about administration of Trade Readjustment Allowances (TRA) and RTAA under the new Trade Adjustment Assistance (TAA) program, as amended in 2009.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2018 for the Workforce Innovation and Opportunity Act (WIOA), Section 166 programs, and to notify grantees of the required revisions to their Standard Form (SF) 424 – Application for Federal Assistance, SF 424A – Budget Information (Non-Construction Programs), and Budget Narrative. This TEGL also provides guidance on high carry-in of funding at the end of PY 2018.

This guidance provides information to States and grantees of the U.S. Departments of Labor (DOL) and Education (ED) (collectively "the Departments") on the performance accountability system requirements set forth in section 116 of WIOA. Specifically, this guidance provides information about the guidelines States must use in developing procedures for ensuring the data submitted are valid and reliable.

This guidance communicates the requirements and the process for states to request a waiver of WIOA Title I or the Wagner-Peyser Act, and to provide information regarding available resources for developing waiver requests.

To advise State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") of the Windsor decision for the Trade Adjustment Assistance (TAA) program and the need for CSAs to revise their policies to conform to the change in federal policy on same-sex marriages as those changes affect the TAA program.
