This guidance letter updates the procedures states should follow to apply for WIA section 503 Incentive Grants.

To provide a revised copy of ETA Form 9042 and 9042a, Petition for Trade Adjustment Assistance and Solicitud de Asistencia Para Ajuste del Comercio.

To inform the State Workforce Agencies (SWAs) of non-substantive changes made to ETA Form 9061, “Individual Characteristics Form.”

To assist the State Workforce Agencies designated by the Governor as "cooperating state agencies" in implementing the provisions of the Trade and Globalization Adjustment Assistance Act of 2009 that amend the Trade Adjustment Assistance program, and creates or expands programs for Workers, Firms, Communities, and Farmers.

To inform the workforce system of the implementation of the Final Rule establishing the UNTEER for veterans and eligible persons for use in evaluating States’ performance in assisting veterans to meet their employment needs.

The intent of this guidance is to further clarify the application of the literacy/numeracy measure initially provided in Attachment C, Educational Functional Level Descriptors, in Training and Employment Guidance Letter (TEGL) 17-05, issued February 17, 2006, and to rescind TEGL 17-05, Change 1, issued August 13, 2007. This change TEGL only addresses specific reporting changes for the Workforce Investment Act (WIA) Youth literacy/numeracy measure.

To publish the nationwide list of AJCs that the Employment and Training Administration (ETA) has designated as significant MSFW and bilingual local offices.

This purpose of this guidance is twofold. First, it provides guidelines for reporting performance accountability information for programs receiving additional funds under the American Recovery and Reinvestment Act of 2009 (Recovery Act). These programs include the Workforce Investment Act (WIA) Adult and Dislocated Worker programs, the WIA Youth program, including summer youth employment, National Emergency Grants, and the Wagner-Peyser Act Employment Service, including the Reemployment Services grants.

Guidance on performance accountability will be issued separately for the following programs receiving resources under the Recovery Act: the Senior Community Service and Employment Program (SCSEP); YouthBuild; Indian and Native American Youth grants; Competitive Grants in High Growth and Emerging Industry Sectors; and Trade Adjustment Assistance.

Second, this guidance also announces changes to the reporting requirements for the Workforce Investment Act Standardized Record Data (WIASRD), which is submitted by states on all individuals served with WIA funds who exit program or One-Stop system services.
