To issue the revised federal poverty guidelines for the Senior Community Service Employment Program.

To provide adjusted funding levels for Program Year (PY) 2012 allotments for the Dislocated Worker program under WIA Title I Section 132(c) on recapture and reallotment.

The purpose of this Training and Employment Guidance Letter (TEGL) is to transmit guidelines to State Workforce Agencies (SWAs) on the preparation and submission of the AOP, and to designate the significant MSFW states for Program Year (PY) 2013.

To provide states and outlying areas with stimulus allotments under the American Recovery and Reinvestment Act of 2009 to supplement Program Year (PY) 2008 allotments for WIA Title I Adult, Dislocated Worker and Youth Activities Programs, and Employment Service (ES) activities, as required by the Wagner-Peyser Act, as amended, and to provide RES Allotments.

To provide States and outlying areas with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2013; final allotments for PY 2013 for the Wagner-Peyser ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2013.

To inform the State Workforce Agencies (SWAs) of the retroactive legislative reauthorization of the Work Opportunity Tax Credit (WOTC) for non-veteran target groups and the Empowerment Zones that expired on December 31, 2011, and continuation of the WOTC for veteran groups, including the VOW to Hire Heroes Act of 2011 (VOW Act) expanded veteran groups. To provide guidance to SWAs, participating agencies and other Federal and State partners for processing WOTC certification applications.

To inform States of the guidelines for negotiating WIA Title 1B program performance and performance levels for Wagner-Peyser Act funded activities for PY 2013. Once agreed upon between the State and the Employment and Training Administration (ETA), these performance goals will be incorporated into the State’s Strategic Plan.

To provide SCSEP Grantees with application instructions, procedures, and allotments for PY 2013 funds with a period of performance beginning July 1, 2013.

To provide policy and program guidance for the development, management, and delivery of Labor Market Information and Workforce Information (LMI-WI) funded through WIGS for services to job seekers, employers, educators, economic developers, and others.

The purposes of this guidance are: 1) To provide all current SCSEP grantees with further instructions and procedures for the American Recovery and Reinvestment Act of 2009 (Recovery Act) funds that are available on February 17, 2009, with a period of performance to June 30, 2010; and 2) To extend the period of performance of current Program Year (PY) 2008 grants for an additional six months to December 31, 2009.
