To provide states and outlying areas with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2012; final allotments for PY 2012 for the Wagner-Peyser Employment Service (ES) Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2012.

To provide checklists of all currently active ETA Advisories as well as checklists of all ETA Advisories rescinded/cancelled since the previously issued checklists.

To provide information on the availability of a UI Claimant and Employer Messaging Toolkit (Toolkit) containing products and tools designed for use by state UI agencies, and remind states that accepted Fiscal Year (FY) 2011 supplemental funding of the requirement, as a condition of the supplemental funding opportunity for UI integrity (see Unemployment Insurance Program Letter (UIPL) No. 26-11), to incorporate at least one product or tool from the Toolkit into their statewide messaging campaign.

The purpose of this program guidance is to provide information and instructions on how to participate in a pilot to test an alternative method for applying for a Layoff Dislocated Worker Grant (DWG).

To provide the workforce system with Information Memoranda sent by the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF) to TANF jurisdictions, State CSBG offices, and local CSBG entities that encourage the use of TANF and CSBG funds for summer employment opportunities. Also, to encourage the public workforce system to partner with TANF jurisdictions, State CSBG offices, and local CSBG entities in their efforts to promote subsidized employment opportunities allowable under TANF and CSBG funding for the creation and expansion of subsidized summer employment for low-income youth.

The purpose of this Training and Employment Notice (TEN) is to update TEN 42-15 regarding the release of the WIOA final regulations, specifically:

To inform State Workforce Agencies (SWAs), SWA liaisons, and National Farmworker Jobs Program (NFJP) grantees of Monitor Advocate training sessions, which will take place at the MAFO National Farmworker Conference.

To transmit to state unemployment compensation (UC) and workforce agencies joint guidance with the Department of Education on exchanging confidential UC information with educational and training providers to meet the performance accountability requirements of the Workforce Innovation and Opportunity Act (WIOA).

The purpose of this Training and Employment Guidance Letter (TEGL) is to:

• Provide options for states to have approved plans in place for Program Years (PY) 2012-2016 for the Workforce Investment Act of 1998 (WIA) and Wagner-Peyser (W-P) Act, and for W-P Agricultural Outreach.
• Communicate changes to state planning requirements under Office of Management and Budget (OMB) data collection No. 1205-0398, Planning Guidance and Instructions for Submission of Strategic State Plan and Plan Modifications for Title I of the Workforce Investment Act and Wagner Peyser Act.
• Provide options for states to have approved Senior Community Employment Service Program (SCSEP) Plans in place for PY 2012-PY 2015.

The purpose of this Training and Employment Notice (TEN) is to announce the implementation schedule for an integrated performance reporting system for ETA and VETS workforce programs. Grantees under the Workforce Innovation and Opportunity Act (WIOA) (titles I and III), Trade Adjustment Assistance (TAA), H-1B Job Training Grants, Reentry Employment Opportunities (REO), and Jobs for Veterans State Grants (JVSG) will report performance measure outcomes under a new integrated system that will generally become available after July 1, 2016 for testing, and after October 1, 2016 for reporting. This TEN provides, for each program, a timeline for system availability and expected submission of performance data.
