Within the Labor Department, the Office of Federal Contract Compliance Programs is established by Executive Order 11246, signed by President Johnson. OFFCP holds federal contractors to a higher obligation for affirmative action. E.O. 11246 prohibits federal contractors and subcontractors and federally assisted construction contractors and subcontractors afrom employment decisions that discriminate based on race, sex, color, religion or national origin.
