Assistant Secretary SUBJE CT Updated Dates for Permanent Transition of Unemployment Insurance Required Reports and Benefit Accuracy Measurement Applications from the Unemployment Insurance Database Management System to the Unemployment Insurance Reporting System 1. Purpose. To provide State Workforce Agencies SWAs with an updated notice of the upcoming permanent transition of the Unemployment Insurance Required Reports UIR and Benefit Accuracy Measurement BAM applications from Unemployment Insurance Database Management System UIDBMS to Unemployment Insurance Reporting System UIRS to provide instructions to SWAs on how to submit data to UIRS and to advise SWAs that starting January 20 2026 all states must transmit their UIR data only through UIRS and that starting February 9 2026 all states must transmit their BAM data only through UIRS. 2. Action Requested. The Department of Labor s Department s Employment and Training Administration ETA requests that Administrators of SWAs provide the information in this Unemployment Insurance Program Letter UIPL to the appropriate state Unemployment Insurance UI program. SWAs should ensure information technology staff are aware of and follow instructions related to the submission of UIR data to UIRS beginning January 20 2026 and submission of BAM data to UIRS beginning February 9 2026. 3. Summary and Background. a.Summ ary This UIPL supersedes the dates for UIR and BAM deployment dates announced in UIPL 15-24 Change 1. Effective January 20 2026 all states must transmit their UIR data to UIRS instead of UIDBMS. Effective February 9 2026 all states must transmit their BAM data to UIRS instead of UIDBMS. The Department will no longer accept data submissions for these applications in UIDBMS after these respective dates. b. Background Training and Employment Notice TEN No. 26-23 Unemployment Insurance UI Reporting System issued on April 19 2024 announced the Department s project to modernize UIDBMS a server-based reporting system replacing it with UIRS a cloud-based reporting system. Unemployment Insurance Program Letter UIPL No. 2 15-24 Permanent Transition of Data Validation DV and Tax Performance System TPS Applications from the Unemployment Insurance Database Management System UIDBMS to the Unemployment Insurance Reporting System UIRS issued on July 17 2024 announced the permanent transition to a modernized cloud-based system for the Data Validation DV and Tax Performance System TPS applications. UIPL No. 15-24 Change 1 Permanent Transition of Unemployment Insurance Required Reports UIR and Benefit Accuracy Measurement BAM Applications from the Unemployment Insurance Database Management System UIDBMS to the Unemployment Insurance Reporting System UIRS issued on August 19 2025 announced the permanent transition to a modernized cloud-based system for the UIR and BAM applications. A webinar for SWA staff on UIR and BAM was hosted by the Office of Unemployment Insurance OUI and the Office of the Chief Information Officer OCIO on January 15 2026 and resources are available on the UI Community of Practice. Note that state staff must create an account with the UI Community of Practice in WorkforceGPS to access this content. Creation of the UIRS is a multi-year project throughout which the Department will deploy new UIRS applications in a progressive rollout by program or function to all states. The Department will continue to engage with state regional and national users through meetings webinars and user acceptance testing to ensure the functionality and desired user experience are achieved. 4. Guidance. a. Data Transition. This UIPL supersedes the dates for UIR and BAM deployment dates announced in UIPL 15-24 Change 1. All states must transmit UIR and BAM data to UIRS in accordance with the established deadlines in the associated program handbooks beginning January 20 2026 and February 9 2026 respectively. UIRS accepts all file formats that states are currently utilizing to transmit data to UIDBMS e.g. .txt .csv that align with ETA Handbook No. 395. Files must not contain any invalid characters or spaces. WorkforceGPS access requires individuals to have a UI Community of Practice account. To access the UIRS users must also establish a Login.gov account. The Department completed development and testing of the UIR and BAM applications in UIRS and migrated the state submitted data into the new platform as of the publication of this guidance. The development process included discovery and production planning sessions with stakeholder collaboration as well as multiple rounds of user acceptance testing including participation from over 20 states for both applications. Once the UIR and BAM applications transition to submitting data using the production version of 3 UIRS the legacy state UIDBMS servers and state-side UIR and BAM applications will be scheduled for decommissioning. b. UIRS Support. A webinar for SWA staff was hosted by OUI and OCIO on January 15 2026.
