To Amend TEGL No. 11-23 Pursuant to Executive Order EO 14148 Initial Rescissions of Harmful Executive Orders and Actions. 2.Action Requested. The U.S. Department of Labor s Employment and Training Administration ETA requests state agency administrators provide information contained in this TEGL to the appropriate state staff. State RESEA program managers are directed to review their program design to ensure compliance with this TEGL. 3.Summary and Background. a.Summary Pursuant to revocations enacted by EO 14148 this TEGL amends FY 2024 RESEA operating guidance to remove references and text promoting alignment with the revoked EO 13985 Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. b.Background RESEA is an evidence-based program that combines reemployment services and UI integrity activities to improve the employment outcomes of individuals receiving unemployment compensation and to strengthen the integrity of states UI programs. ETA issues annual RESEA operating guidance to direct states use of RESEA grant funds. TEGL No. 11-23 the FY 2024 RESEA operating guidance issued February 21 2024 included information promoting RESEA program alignment with EO 13985 which was issued on January 20 2021 and revoked on January 20 2025 by EO 14148. 4.Guidance. This TEGL amends TEGL No. 11-23 by removing the text promoting program equity from section 3.a the text iii promoting program equity from section 4.c section 4.c.iii Promoting Program Equity and the reference to EO 13985 included in section 6 2 References. Additional conformity revisions applied throughout TEGL No. 11-23 include the relabeling of former sections 4.c.iv through 4.c.vii as sections 4.c.iii through 4.c.vi respectively. This TEGL does not alter states responsibilities identified in UIPL No. 02-16 UIPL No. 02-16 Change 1 or UIPL No. 41-94. 5. Inquiries.
