Purpose. To rescind Unemployment Insurance Program Letter UIPL No. 01-24. 2. Action Requested. The U.S. Department of Labor s the Department Employment and Training Administration ETA requests that State Administrators provide the information in this UIPL to appropriate program and other staff in state workforce agencies. 3. Summary and Background. a.Summary This UIPL No. 01-24 Change 1 rescinds UIPL No. 01-24. The Department takes this action for compliance with current Administration guidance and orders. b. Background On November 8 2023 ETA issued UIPL No. 01-24 to provide clarity around the Department s use of the terms access and equitable access and further describes how program integrity is impacted by efforts to ensure equitable access to the Unemployment Insurance UI program. On January 20 2025 the President signed Executive Order 14148 titled Initial Rescissions of Harmful Executive Orders and Actions. EO 14148 . That executive order revoked previous executive orders including Executive Order 13985 issued January 20 2021 titled Advancing Racial Equity and Support for Underserved Communities Through the Federal Government EO 13985 . Also on January 20 2025 the President signed Executive Order 14151 titled Ending Radical and Wasteful Government DEI Programs and Preferencing EO 14151 and Executive Order 14168 titled Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government EO 14168 . 2 ETA is now rescinding UIPL No. 01-24 as some of its content does not align with those recently issued executive orders. 4. Rescission of UIPL No. 01-24. UIPL No. 01-24 is rescinded. 5. Inquiries. States should direct inquiries to the appropriate ETA Regional Office. 6. References.
