TRAINING AND EMPLOYMENT NOTICE NO. 26-24 DATE May 20 2025 EMPLOYMENT AND TRAINING ADMINISTRATION U.S. DEPARTMENT OF LABOR WASHINGTON D.C. 20210 TO STATE WORKFORCE AGENCIES FROM LORI FRAZIER BEARDEN s Acting Assistant Secretary SUBJECT Announcing the Addition of New Do Not Pay DNP Data Sources and Services Accessible to State Unemployment Insurance UI Agencies through the UI Integrity Data Hub IDH and Upcoming Webinar 1. Purpose. To announce the availability of new DNP data sources and services that are now accessible to state UI agencies through the IDH and to provide information on a webinar scheduled to occur on June 11 2025 at 3 00 p.m. Eastern Time ET for states to learn more about accessing and using these important new DNP data sources and services. 2. Action Requested. The Department of Labor s Department Employment and Training Administration ETA requests State Workforce Administrators provide the information contained in this Training and Employment Notice TEN to appropriate programs and other staff in the state UI system and encourage staff to participate in the upcoming webinar on this topic. Additionally each state that has previously executed IDH Participation Agreement PA Version 6.0 should immediately coordinate with the UI Integrity Center to execute the necessary amendments to IDH PA Version 6.0 as soon as possible. These amendments are necessary for states to have access to these important new DNP data sources offered through the IDH. 3. Summary and Background. a. Summary This TEN announces a national webinar for states to learn more about the new DNP data sources and services being made available to state UI programs through the IDH and the actions required for states to access and use these important new payment integrity resources. b. Background On May 2 2024 the Department issued TEN No. 28-23 announcing a new data sharing partnership between the U.S. Department of Treasury s Bureau of the Fiscal Service Fiscal Service and the National Association of State Workforce Agencies NASWA which operates the UI Integrity Center to provide state UI agencies access to Fiscal Service s DNP data sources and services through the IDH. TEN No. 28-23 also encouraged states to immediately update their IDH PA to Version 6.0 which allows states access to the DNP data sources and services as they become available. The first DNP data sources became accessible to states on July 10 2024. 2 On July 23 2024 ETA hosted a webinar where speakers from Fiscal Service s Fraud Prevention and Financial Integrity office formally the Office of Payment Integrity and the UI Integrity Center shared information about DNP and the value of making the DNP data sources and services accessible to states through the IDH. State UI agency staff can view the recording of this webinar on WorkforceGPS under the UI Community of Practice UI CoP at https ui.workforcegps.org events 2024 07 02 00 11 New-Access- to-Do-Not-Pay-Data-Sources-through-the-Integrity-Data-Hub. ETA is committed to supporting states in improving UI payment accuracy by pursuing and implementing effective antifraud and improper payment reduction strategies. Effective strategies employ a multi-layered approach leveraging an array of controls tools and resources to detect and fight fraud and reduce improper payments early and wherever possible before a payment is made. ETA continues to strongly encourage states to use a multi-layered approach to fraud and improper payment prevention and detection. At minimum ETA requires states to use a risk-based approach which currently requires using both cross-matching and data analytics to identify suspicious activity that may be indicative of fraud and prioritize the investigation of claims having the greatest risks. ETA urges all states to regularly send UI data to the IDH for cross-matching. As more states regularly submit data to the IDH the IDH s ability to detect potentially fraudulent activity becomes stronger benefiting all states and providing increased opportunities to proactively identify fraud threats and schemes impacting multiple states. Specifically ETA requests states take the following three actions submit all initial claims to the IDH in real-time or daily at minimum or whenever there is a change to important user data such as bank account information implement IDH web service real-time connectivity if possible and take advantage of and use all IDH functionalities. 4. Webinar Details. ETA will host a national webinar to provide details about the new DNP data sources and services being made available to state UI agencies through the IDH. Additionally this webinar will provide more details to states on the amendments to the IDH participation agreement amendments to IDH PA Version 6.0 . States will be required to sign the amendments to access each of the new DNP data sources. ETA strongly encourages states to participate in this important informative webinar. The webinar will be hosted on the WorkforceGPS UI CoP on June 11 2025 from 3 00pm 4 00pm ET. The UI CoP is a private community available exclusively to state and Federal UI practitioners. Access to this webinar will require an active UI CoP account. State UI staff who do not currently have such account and who are interested in participating in this webinar can register an account with the UI CoP at https ui.workforcegps.org. 5. Inquiries.
