To provide guidance to recipients of the Department of Labor s DepartmentF Fiscal Year FY 2024 Community Project Funding Congressionally Directed SpendingI specif ied in Appendix I Eligible Applicants. 2.Action Requested. To receive Congressionally Directed f unds eligible applicants 1 specif ied in Appendix I must submit applications responding to this Training and Employment Guidance Letter TEGL including all required documents detailed in Appendix IV to Grants.gov no earlier than 12 00 am Eastern Time September 1 2024 and no later than 11 59 pm Eastern Time January 31 2025. 3.Summary and Background. 1 Summary This TEGL announces application procedures to solicit applications f rom eligible entities f or the Department s Employment and Training Administration ETA FY 2024 Community Project Funding Congressionally Directed Spending grants. 2 Background On March 23I 2024 President Biden signed the Further Consolidated Appropriations Act 2024 Public Law 118-47F. The legislation authorizes 107 834 000 f or carrying out 128 demonstration and pilot projects overseen by ETA. Grant awards will be subject to the Terms and Conditions of the Grant Agreement . The Department will provide additional guidance to applicants through tip sheets Frequently Asked Questions FAQs training or through special conditions. The application must clearly articulate that the program design aligns with the project description authorized by Congress . Projects must utilize grant f unding f or direct employment and training services to individuals or f or the development of workforce programs that serve a public benef it . Recipients must p ropose a program or services to address the project goals demonstrat e linkage s with the State or local workf orce system and include measurable outcomes and a description of activities and costs that are allowable per WIOA and the Uniform Administrative Requirements Cost Principles and Audit Requirements for Federal Awards commonly called the Unif orm Guidance at 2 CFR Part 200 . A. Fiscal and Administrative Responsibility Upon grant award the grant recipient will have overall f iscal and administrative responsibility f or the award including performance of any sub -awardees . As part of their responsibility f or the award the grant recipient shall be the point of contact with the Department to receive and respond to all inquiries or communications under this award and any sub -awards . the entity with authority to withdraw or draw down f unds . the entity responsible f or submitting to the Department all deliverables under the award including all related technical programmatic and f inancial and perf ormance reports even when work was perf ormed by a contractor or sub -recipient . the entity that may request modif ications to the award or Statement of Work . the entity with overall responsibility f or carrying out programmatic f unctions of the award as well as the oversight of all expenditures under the award . the entity responsible f or request ing Grant Of f icer prior approval f or all equipment purchases includ ing on behalf of sub -awardees . the entity responsible f or coordinating with the national evaluator if any . the entity responsible f or working with the Department to close out the award at the end of the period of perf ormance . II-1 Appendix III Appendix III Funding Restrictions All proposed project costs must be necessary and reasonable and in accordance with f ederal guidelines . Determinations of allowable costs will be made in accordance with the Cost Principles f ound at 2 CFR Part 200 Unif orm Guidance and the Department of Labor specif ic requirements at 2 CFR Part 2900 U.S . Labor s Adoption and Exceptions to the Unif orm Guidance . Compensation including salaries must be handled consistently with the Unif orm Guidance including 2 CFR Part 200.430 . Disallowed costs are those charges to a grant that the grantor agency in this case the Department of Labor or its representative determines not to be allowed in accordance with the Cost Principles or other conditions contained in the grant . Applicants will not be entitled to reimbursement of pre -award costs . Once awarded the Notice of Award will specif y the start and end date of the award . No costs should be incurred bef ore or af ter the period of perf ormance . The f ollowing limitations apply to f unds awarded under this TEGL Salary caps None of the f unds appropriated under the heading Employment and Training in the appropriation statute s may be used by a recipient or subrecipient of such f unds to pay the salary and bonuses of an individual either as direct costs or indirect costs at a rate more than Executive Level II . The Executive Level II salary may change yearly and is located on the U.S . Of fice of Person nel M anagement website at Executive Senior Level opm.gov . This limitation does not apply to contractors providing goods and services as def ined in the Audit Requirements of the Unif orm Guidance see 2 CFR Part 200 Subpart F . Construction Projects Construction costs or the purchase of land or buildings are not allowable . Equipment The grant award recipient s must receive prior approval f rom the Grant Of f icer to purchase any equipment as def ined in the Unif orm Guidance at 2 CFR Part 200.1 . Prior approval is required only when the per unit s acquisition cost is 10 000 or more regardless of the recipient s capitalization threshold . Equipment purchases must adhere to the procurement requirements f ound in 2 CFR Part 200.313 or 2 CFR Part 200.439 . Being awarded this grant does not automatically mean that the equipment specif ied in the approved budget or Statement of Work SOW is approved by the Grant Of f icer . The recipient must submit a n equipment approval request to the Federal Project Of f icer FPO f or review within 90 days of the Notice of Award date . Applicants that are approved by Congress to use grant f unds to purchase equipment as specif ied in the description of the project s purpose as specif ied in the Explanatory Statement f or Division D Further Consolidated Appropriations Act 2024 and Appendix I are alternatively invited to submit the prior approval request f or an equipment purchase in their application . Whether submitted as part of the application package or as a post -award amendment application this request must include III-1 Appendix III 1. Item name . 2. Item description and basic specif ications . 3. Estimated usef ul lif e of the equipment . 4. Item cost actual or estimated including the cost to put the asset s in place and make it usable f or the purpose it was acquired . 5. Purpose of acquisition a description of how the equipment will be used to support the grant and a ref erence to the approved activ ities in the Statement of Work and page numbers if known . This description and justif ication are critical as the inf ormation wil l provide the documentation that the costs to be incurred are f or approved grant -related activities and in the best interests of the government . 6. Contact name with email address and telephone number . The Grant Of f icer has the authority to approve or disapprove the request . All Grant Of f icer approvals will be in writing in the Notice of Award of the grant or in the f orm of a n amendment to the grant agreement . The recipients are strongly encouraged to submit requests f or equipment purchase as early as possible in the grant s period of perf ormance with as many planned pieces of equipment as possible . Except f or awards with a period of perf ormance of 12 months r ecipients may not purchase equipment during the last year of the period of performance . If any approved acquisition has not occurred prior to the last f unded year of perf ormance approval f or that item is rescinded . III-2 Appendix IV Appendix IV Application Submission Applicants must submit an application which include s a f unding request f or the amount specif ied in the Explanatory Statement f or Division D Further Consolidated Appropriations Act 2024 as listed in Appendix I. If your organization is receiving f unding f or more than one Community Project please submit a separate application package f or each project f or which f unding is requested . Please do not include materials that are not requested or required such as resum s or general letters of support such as those f rom elected of f icials . A. Required Documents To achieve greater ef f iciency and streamline the grant award process ETA requires applicants to submit the f ollowing items through Grants.gov . Please note that ETA will not accept an application package s ubmi tted via other electronic mediums such as e -mail or f ax or via paper copy . The application must include each of the f ollowing required documents 1 SF -424 Application f or Federal Assistance The SF -424 available at SF -424 Family Grants.gov must clearly identif y the applicant entity and must be submitted by an individual with authority to enter into a grant agreement . The applicant entity must be the organization specif ied in the Explanatory Statement f or Division D Further Consolidated Appropriations Act 2024 Community Project Funding Congressional Directed Spending Table . The individual signing the SF -424 must include their email address that has the same domain as the contact listed in the organization s Sam.gov record . Upon the issuance of the award the individual signing the SF -424 on behalf of the applicant is considered the Authorized Representative of the applicant . As stated in block 21 of the SF -424 the signature of the Authorized Representative on the SF -424 certif ies that the organization is in compliance with the Assurances and Certif ications f orm SF -424B available at the above link . The Department communicates exclusively with the individuals named as the Authorized Representative and Point of Contact on the SF -424 . We recommend that those roles be f illed by two dif f erent individuals to f acilitate backup . Item 18 should only ref lect f ederal Community Project grant f unds . For Item 19 select c Program is not covered by E.O . 12372 . Applicants do not need to submit the SF - 424B with the application . 2 Project Budget The SF -424A Budget Inf ormation Form available at SF -424 Family Grants.gov and IV-1 Appendix IV Budget Narrative The Budget Narrative must provide a concise description of costs associated with each line item on the SF -424A . See Attachment A f or the structure and content requirements of the Budget Narrative. Note that the SF -424 SF -424A and Budget Narrative must include the entire f ederal grant amount specified in the Further Consolidated Appropriations Act 2024 . The SF - 424a should ref lect the grant amount throughout the entire period of perf ormance in a multi -year project . Do not include any match or leveraged resources on the SF -424 and SF -424A . There is no Match Requirement . Leveraged resources if any may only be described separately f rom f ederal grant f unds in the Budget Narrative . Applicants should list the same f ederal grant amount on the SF -424 SF -424A and Budget Narrative . This amount must not dif fer f rom the amount listed f or the applicant organization in the table f ound in Appendix I. When submitting in Grants.gov the Budget Narrative must be uploaded as an attachment to the application package and labeled Budget Narrative. 3 Project Abstract This attachment must summarize the proposed project including but not limited to the scope of the project and proposed outcomes . The Abstract is limited to two double - spaced single -sided 8.5 x 11 -inch pages using Section 508 compliant typef ace such as Helvetica Verdana Arial Calibri Franklin Gothic Book 12 -point text f ont and 1 -inch margins . This is included as an attachment and does not count against the page limitation of the project narrative . See Attachment B f or a list of the required contents of the Abstract and a suggested abstract template . When submitting in Grants.gov this document must be uploaded as an attachment to the application package and labeled Abstract. 4 Project Narrative The Project Narrative is a comprehensive f ramework of the grant s workf orce training pro gram . It provides a comprehensive f ramework and description of all aspects of the proposed project . Applicants must integrate the project description in the Explanatory Statement f or Division D Further Consolidated Appropriations Act 2024 and provided as Appendix I . Recipients must also demonstrate the organization s ability to implement the project TEGL . The Project Narrative is limited to 10 double -spaced single -sided 8.5 x 11 -inch pages using Section 508 compliant typef ace such as Helvetica Verdana Arial Calibri Franklin Gothic Book 12 -point text f ont and 1 -inch margins . You must number the Project Narrative beginning with page number 1 . See Attachment C f or details on the structure and content requirement s f or the Project Narrative. IV-2 Appendix IV When submitting in Grants.gov this document must be uploaded as an attachment to the application package and labeled Project Narrative. 5 Work Plan The Work Plan describes the project s goals key milestones and deliverables throughout the proposed period of perf ormance . This is included as an attachment and does not count against the page limitation of the project narrative . See Attachment D f or a suggested template and more inf ormation . Submission via other electronic mediums will not be accepted nor will hard copy submissions . This submission process may at times be complicated and time -consuming . As such the Department strongly encourages applicants to initiate the process as soon as possible well bef ore the f inal day to allow time to resolve unanticipated technical problems . Requirement for Unique Entity Identified UEI Number All a pplicants f or f ederal grant f unding must have a Unique Entity Identif ier UEI on the SF - 424 . If your entity is registered with the System f or Award Management SAM your UEI has already been assigned and is viewable under your entity record . Organizations that are not registered with SAM can obtain more inf ormation about obtaining a UEI at SAM.gov . Grant recipients authorized to make sub -awards must meet these requirements related to UEI numbers Grant recipients must notif y potential sub -awardees that no entity may receive a sub - award f rom the recipient unless the entity has provided its UEI number to the lead applicant and Grant recipients may not make a sub -award to an entity unless the entity has provided its UEI number to the applicant . See Appendix A to 2 CFR Part 25. D. Requirement for Registration with SAM Recipients must register with SAM bef ore submitting an application . Find instructions f or registering with SAM at SAM.gov . A recipient must always maintain an active SAM registration with current inf ormation during which it has an active f ederal award or an application under consideration . To remain registered in the SAM database af ter the initial registration the recipient is required to review and update the registration at least every 12 months f rom the date of initial registration or subsequently update its inf ormation in the SAM database to ensure it is current accurate and complete . For purposes of this paragraph th e recipient is the entity that meets the eligibility criteria and has the legal authority to apply and to receive the award . If an applicant has not f ully complied with these requirements by the time the Grant Of f icer is ready to make a f ederal award the Grant Of f icer may determine that the applicant is not qualif ied to receive a f ederal award. IV-5 Appendix V Appendix V Application Review and Award ETA intends to f und awards f or any recipient i who adequately demonstrates their ability to achieve grant goals through a clear detailed and reasonable project narrative and ii whose budget and budget narrative are sufficient to support the activities in the program narrative . This includes adequate staf f ing levels to support grant goals and grant management . Community Project recipients must design their project to align with the description approved by Congress as specif ied in the Explanatory Statement f or Division D Further Consolidated Appropriations Act 2024 Community Project Funding Congressional Directed Spending Table and provided in this TEGL as Appendix I . A. Application Submission and Review Process On September 1 2024 ETA will start accepting applications . Applicants must meet all the requirements detailed in this TEGL when submitting the application . Community Project recipients must submit their applications in Grants.gov . ETA will not accept applications sent by hard -copy including overnight delivery hand -delivered e-mail or any other electronic medium . All required elements outlined in Appendix IV of this TEGL must be submitted . Application packages will f irst be screened to determine if the applicant meets the eligibility requirements specif ied in Appendix I. To determine whether submitted applications meet requirements applications will be reviewed by ETA National Of f ice and Regional Of f ice staf f . ETA is responsible f or the review and approval of Community Project applications to ensure they meet all required program f inancial operational and policy requirements . Provided is an overview of the application review process 1 An initial review of the application f or eligibility and whether all required documents have been submitted . 2 Reviews of the application components as specif ied in Appendix IV and 3 If necessary a representative f rom the regional of f ice will work with the recipient to resolve concerns with the application as determined during the review process that will delay the grant award . 4 Bef ore the grant is awarded the Department may enter negotiations about such items as program components staffing and f unding levels and administrative systems in place to support grant implementation . B. Application Risk Review All applications deemed to be complete and responsive by the Grant Of f icer will go through a risk review process . Bef ore making an award ETA will review inf ormation available through any Of f ice of Management and Budget OMB -designated repository of government -wide eligibility qualif ication or f ederal integrity inf ormation such as the Federal Awardee Perf ormance and Integrity System FAPIIS SAM.gov and Do Not Pay. Additionally ETA will comply with the requirements of 2 CFR Part 180 Government -wide Debarment and Suspension No n-Procurement . This risk evaluation may incorporate results of the evaluation of the applicant s eligibility application screening or the quality of its application technical V-1 Appendix V review . If ETA determines that an entity is responsible and an award will be made special conditions that correspond to the degree of risk assessed may be applied to the award . Risk - related criteria evaluated include 1 Financial stability . 2 Quality of management systems and ability to meet the management standards prescribed in the Unif orm Guidance . 3 History of perf ormance . The applicant s record in managing awards cooperative agreements or procurement awards if it is a prior recipient of such federal awards including timeliness of compliance with applicable reporting requirements and if available the extent to which any previously awarded amounts will be expended prior to f uture awards . 4 Reports and f indings f rom audits perf ormed under Sub -part F Audit Requirements of the Unif orm Guidance 2 CFR Parts 200.500 200.520 or the reports and f indings of any other available audits and monitoring reports containing f indings issues of non - compliance or questioned costs and 5 The applicant s ability to ef f ectively implement statutory regulatory or other requirements applicable to recipients . C. Grant Award If the grant application meets the TEGL requirements ETA may elect to award a grant with or without discussions with the recipient . Should a grant be awarded without discussions the recipient s signature on the SF -424 is incorporated to the award by ref erence constitut ing a binding acceptance of the grant award by the applicant . Applications recommended f or award will be f unded via Notices of Award attached to a Grant Agreement issued by the Grant Of ficer . Grants will be awarded on a rolling basis as the above steps are completed . Grantees will receive a notif ication f rom the ETA grants management system GrantSolutions when the award is issued . This notif ication will include instructions on how to create user accounts and access the grant f ile. V-2 Appendix VI Appendix VI Administrative and National Policy Requirements A. Administrative Program Requirements All grant recipients will be subject to all applicable f ederal laws and regulations including the Unif orm Guidance the 2024 revisions to the Unif orm Guidance and the terms and conditions of the award . If an applicant organization is a f aith -based organization that makes hiring decisions on the basis of religious belief it may be entitled to receive f ederal f inancial assistance under this grant solicitation and maintain that hiring practice . As stated in 29 CFR Part 2.32 a religious organizations are eligible on the same basis as any other organization to seek the Department s support or participate in the Department s programs f or which they are otherwise eligible . Law 110 -252 Title VI Chap . 2 Sec . 6202 as f ollows Except f or those excepted f rom the Transparency Act under sub -paragraphs 1 2 and 3 below you must ensure that you have the necessary processes and systems in place to comply with the subaward and executive total compensation reporting requirements of th e Transparency Act should you receive f unding. a. Upon award you will receive detailed information on the reporting requirements of the Transparency Act as described in 2 CFR Part 170 Appendix A which can be f ound at 2010 -22705.pdf govinf o.gov . VI-2 Appendix V I The f ollowing types of awards are not subject to the Federal Funding Accountability and Transparency Act 1. Federal awards if the required reporting would disclose classif ied inf ormation . 4 Safeguarding Data Including Personally Identifiable Information PII Applicants submitting applications in response to this TEGL must recognize that conf identiality of PII and other sensitive data is of paramount importance to the Department and must be observed except where disclosure is allowed by the prior written approv al of the Grant Of f icer or by court order . By submitting an application you are assuring that all data exchanges conducted through or during the course of perf ormance of this grant will be conducted in a manner consistent with applicable f ederal law and TEGL No . 39 -11 issued June 28 2012 . All such activity conducted by the ETA and or recipient s will be perf ormed in a manner consistent with applicable state and f ederal laws . By submitting a grant application you agree to take all necessary steps to protect such conf identiality by complying with the f ollowing provisions that are applicable in governing the handling of conf idential inf ormation You must ensure that PII and sensitive data developed obtained or otherwise associated with f ederally f unded grants is securely transmitted. i. To ensure that such PII is not transmitted to unauthorized users all PII and other sensitive data transmitted via email or stored on Compact Discs Digital Video Discs thumb drives etc. must be encrypted using a Federal Inf ormation Processing Standards FIPS 140 -2 compliant and National Institute of Standards and Technology NIST validated cryptographic module . You must not email unencrypted sensitive PII to any entity including ETA or contractors. ii. You must take the steps necessary to ensure the privacy of all PII obtained f rom participants and or other individuals and to protect such inf ormation f rom unauthorized disclosure . You must maintain such PII in accordance with the ETA standards f or information security described in TEGL No . 39 -11 and any updates to such standards we provide to you . Grant recipients who wish to obtain more inf ormation on data security should contact their Federal Project Of f icer . VI-3 Appendix V I iii. You must ensure that any PII used during the perf ormance of your grant has been obtained in conf ormity with applicable f ederal and state laws governing the conf identiality of inf ormation . iv. You f urther acknowledge that all PII data obtained through your ETA grant must be stored in an area that is physically saf e f rom access by unauthorized persons at all times and the data will be processed using recipient -issued equipment managed inf ormatio n technology IT services and designated locations approved by ETA . Accessing processing and storing of ETA grant PII data on personally owned equipment at of f -site locations e.g. employee s home and non - recipient managed IT services e.g. Yaho o mail is strictly prohibited unless approved by ETA . v. Your employees and other personnel who will have access to sensitive confidential proprietary private data must be advised of the conf idential nature of the inf ormation the safeguards required to protect the inf ormation and that there are civil and crimi nal sanctions f or noncompliance with such safeguards that are contained in f ederal and state laws . vi. You must have policies and procedures in place under which your employees and other personnel bef ore being granted access to PII acknowledge their understanding of the confidential nature of the data and the saf eguards with which they must comply in thei r handling of such data as well as the f act that they may be liable to civil and criminal sanctions f or improper disclosure . vii. You must not extract inf ormation f rom data supplied by ETA f or any purpose not stated in the grant agreement . viii. Access to any PII created by the ETA grant must be restricted to only those employees of the grant recipient who need it in their of f icial capacity to perf orm duties in connection with the scope of work in the grant agreement. ix. All PII data must be processed in a manner that will protect the conf identiality of the records documents and is designed to prevent unauthorized persons f rom retrieving such records by computer remote terminal or any other means . Data may be downloaded to or maintained on mobile or portable devices only if the data are encrypted using NIST validated sof tware products based on FIPS 140 -2 encryption . In addition wage data may be accessed only f rom secure locations. x. PII data obtained by the recipient through a request f rom ETA must not be disclosed to anyone but the individual requestor except as permitted by the Grant Of f icer or by court order . xi. You must permit ETA to make onsite inspections during regular business hours f or the purpose of conducting audits and or conducting other investigations to VI-4 Appendix V I assure that you are complying with the conf identiality requirements described above . In accordance with this responsibility you must make records applicable to this Agreement available to authorized persons f or the purpose of inspection review and or audit . xii. You must retain data received f rom ETA only f or the period required to use it f or assessment and other purposes or to satisf y applicable f ederal records retention requirements if any . Thereaf ter you agree that all data will be destroyed including the degaussing of magnetic tape f iles and deletion of electronic data. 5 Record Retention You must f ollow f ederal guidelines on record retention which require that you maintain all records pertaining to grant activities f or a period of at least three years f rom the date of submission of the f inal expenditure report . See 2 CFR Part 200.33 4-200 .33 8 f or more specif ic inf ormation including inf ormation about the start of the record retention period f or awards that are renewed quarterly or annually and when the records must be retained f or more than three years. 6 Use of Contracts and Subawards You must abide by the f ollowing def initions of contract contractor subaward and subrecipient. Contract Contract means f or the purpose of Federal f inancial assistance a legal instrument by which a recipient or subrecipient conducts procurement transactions under a f ederal award . Contractor Contractor means an entity that receives a contract . Subaward Subaward means an award provided by a pass -through entity to a subrecipient to contribute to the goals and objectives of the project by carrying out part of a f ederal award received by the pass -through entity . The authority of the pass -through entity under this part goes through the subaward agreement between the pass -through entity and subrecipient . A subaward may be provided through any f orm of legal agreement including an agreement consistent with criteria in 2 CFR 200.331 including an agreement that the pass -through entity considers a contract . Subrecipient Subrecipient means a n entity that receives a subaward f rom a pass - through entity to carry out part of a f ederal award . The term subrecipient does not include a benef iciary or participant . A subrecipient may also be a recipient of other f ederal awards directly f rom a f ederal agency . You must f ollow the provisions at 2 CFR Part 200.33 1-200 .33 3 regarding subrecipient monitoring and management . Also see 2 CFR Part 200.308 f 6 regarding prior approval requirements f or subawards . When awarding subawards you are required to VI-5 Appendix V I comply with provisions on government -wide suspension and debarment f ound at 2 CFR Part 180 and 2 CFR Part 2998 the Department s Supplement to 2 CFR Part 180 . 7 Closeout of Grant Award Any entity that receives an award under this Announcement must close its grant with ETA at the end of the f inal year of the grant . Other Administrative Standards and Provisions Except as specif ically provided in this TEGL our acceptance of an application and an award of f ederal f unds to sponsor any programs s does not provide a waiver of any grant requirements and or procedures . For example the Unif orm Guidance requires that an entity s procurement procedures ensure that all procurement transactions are conducted as much as practical to provide f ull and open competition . If an application identif ies a specific entity to provide goods or services ETA does not provide the justif ication or basis to sole source the procurement i.e. avoid competition . VI-6 Appendix VII Appendix VII National Program Office Requirements A. Pre -Award Technical Assistance The Community Project Grants National Program Of f ice led by the Of f ice of Regional Management ORM will work with the Of f ice of Grants Management OGM and the Regional Of f ices RO to provide technical assistance TA to Community Project recipients . To support recipients in submitting quality and timely applications TA may be delivered through webinars webcasts conf erence calls emails and other materials and resources . B. Abstract Review Technical Assistance Opportunity All recipients are invited but not required to submit their application s Project Abstract see Attachment E prior to of f icially submitting the complete application . ETA staf f will review the abstract and provide feedback or initiate TA f or recipients who require or request support on the development of the project narrative and related attachments as required by this TEGL . To request TA recipients may submit the abstract to the Community Projects Program Of f ice CPGrants.ProgramOf f ice dol.gov no later than September 30 2024 . This TA opportunity is only to address the project design proposed in the Project Abstract . Questions that do not relate to the project design must be sent via email to the Of f ice of Grants Management OGM at Community.Projects.ETA dol.gov . The f ull applications including the abstract and other required documents must be submitted in Grants.gov . C. Post -Award Technical Assistance Af ter the grant is awarded grant recipients are required to participate in all ETA training activities related to grant recipient orientation f inancial management and reporting performance reporting product dissemination and other technical assistance training as appropriate during the grant period . These sessions may occur via conference calls and virtual events such as webinars and in -person meetings . D. ETA Evaluation As a condition of the grant award grant recipients are required to participate in an evaluation if undertaken by the Department . The evaluation may include an implementation assessment across grant recipients an impact and or outcomes analysis of all or selected sites within or across grant recipients and a benef it cost analysis or assessment of return on investment . Conducting an impact analysis could involve random assignment which involves random assignment of eligible participants into a treatment group that would receive program services or enhanced program services or into control group s that would receive no program services or program services that are not enhanced . We may require applicants to collect data elements to aid the evaluation . As a part of the evaluation as a condition of award grant recipients m ust agree to 1 make records available to the evaluation contractor on participants employers and f unding 2 provide access to program operating personnel participants and operational and f inancial records and any other relevant documents to calculate program costs and benef its 3 VII -1 Appendix VII in the case of an impact analysis f acilitate the assignment by lottery of participants to program services including the possible increased recruitment of potential participants and 4 f ollow evaluation procedures as specif ied by the evaluation contractor under the direction of the Department. VII -2 Appendix VIII Appendix VIII Reporting Requirements Community Project recipients must meet the Department s reporting requirements s pecif ically by submitting the reports and documents provided below . A. Quarterly Financial Reports The ETA Financial Report ETA -9130 is required until such time as all f unds have been expended or the grant period has expired . Quarterly reports are due approximately 45 days af ter the end of each calendar year quarter . On the f inal Financial Report grantees must include any subaward amounts so that ETA can calculate f inal indirect costs if applicable . Grantees must submit the ETA 9130 through the Federal Payment Management Syste m. When submitting the ETA 9130 it is required to have segregation of duties with one person preparing the report and another certif ying the report in PMS . Additional instructions will be provided upon grant award . For other guidance on ETA f inancial reporting ref erence Payment Inf ormation U.S . Quarterly Performance Progress Report Community Project recipients are required to submit quarterly performance progress reports to comply with the reporting record -keeping and monitoring requirements of the grant . TEGL No . 14 -18 Aligning Perf ormance Accountability Reporting Def initions and Policies Across Workf orce Employment and Training Programs Administered by the U.S . Department of Labor DOL and any subsequent f uture changes provide perf ormance reporting guidance f or the Department s Core Programs and Non -core Programs . Community Project Grants are classif ied as non -core programs and ref erenced as Demonstration Grants . Perf ormance progress reports are due 45 days af ter the end of each quarter of the calendar year . ETA s Workf orce Integrated Perf ormance System WIPS must be used to submit perf ormance progress reports . The Quarterly Perf ormance Progress Report is comprised of the Quarterly Narrative Perf ormance Report QNR ETA -9179 and the Quarterly Perf ormance Report QPR ETA -9173 . Quarterly Narrative Performance Report ETA -9179 All Community Project recipients must submit the QN R to provide an update on the project s implementation status to date including program and participant success stories upcoming grant activities and promising approaches and processes as well as progress toward perf ormance outcomes including updates on product curricula and training development. Quarterly Performance Report ETA -9173 All Community Project grantees are required to submit the QPR using individual perf ormance records according to the WIOA Participant Individual Record Layout PIRL ETA -9172 . The QPR is used to report VIII -1 Appendix VIII outcomes f or participants who receive grant -f unded training and employment services along with other supportive services . C. Guidance for Collecting and Reporting Participant Data ETA grantees including Community Projects must establish processes and procedures f or the collection and reporting of participant data per TEGL 14 -18 . Additional guidance directs grantees to request and collect participants SSNs f or the Department to obtain participant inf ormation f or ETA s Primary Indicators of Perf ormance employment status in the second and f ourth quarters af ter exit median earnings in the second quarter af ter exit and on post - exit employment status f or participants who attain secondary school diplomas or their recognized equivalent f or the primary indicator of perf ormance f or credential attainment . Matching a participant s SSN against quarterly wage record inf ormation is where a wage match is available the most ef f icient method f or determining employment status and earnings f or a program participant . Please note however that while grantees must request participants SSNs participants cannot be denied services if they choose not to disclose . DOL will ensure appropriate security within the data collection system to protect SSNs and any other personally identif iable inf ormation PII collected and transmitted to DOL .
