To provide program guidance for the development management and delivery of workf orce and labor market information WLMI f unded through the Workf orce and Labor Market Inf ormation Grants to States WIGS . 2.Action Requested. Per the grant agreement during the course of the year grantees must provide the deliverables according to the requirements and timef rames outlined in Attachment 1. Ref er to Training and Employment Guidance Letter TEGL 12-23 f or grant application submission requirements f or Program Year PY 2024 WIGS f unding. 3.Summary and Background. a.Summary This guidance published annually specif ies grant requirements f or WIGS which are f unded by ETA. b.Background State torkf orce Agencies use WIGS to develop and disseminate essential state and local WLMI f or job seekers employers educators economic developers and others. This TEGL describes required encouraged and other allowable activities and explains the rationale f or ETA policies and requirements. During times of economic changes the data and inf ormation produced by the WIGS is particularly important. 2 4. Required Encouraged and Other Allowable Activities . State W orkf orce Agencies use WIGS to develop and disseminate essential state and local WLMI f or a range of customer groups 1 job seekers 2 businesses employers 3 workf orce and labor market intermediaries such as employment school and career counselors and case managers at American Job Centers AJCs who help individuals f ind a job or make career decisions or engage b usinesses seeking skilled workers 4 program and service planners at educational institutions and community -based organizations 5 policy makers including state and local workf orce development boards WDBs 6 partners such as economic development entities and human resource professionals and 7 other customers including recipients of workf orce development grants researchers commercial data p roviders and the media. Grantees have considerable f lexibility to meet customer needs but must consult their customers and prepare several types of products. Required products . Grantees must populate and maintain a database see sub -section a. below produce two types of public products see sub -sections b. and d. below and ensure staf f are adequately trained see sub -section c. below . If the grantee does not produce a ny of the f our required deliverable s it must negotiate an extension and a revised schedule with the appropriate ETA regional of f ice. a. Workforce Information Database WID . WID 2.8 was released in May 2019 and f ully implemented in all states. Please be aware work is continuing on WID 3.0 and the anticipated implementation date is July 2025. More inf ormation regarding WID 3.0 can be f ound here https widcenter.org wid -3-0-request -f or -comment . Accurate and reliable data are a cornerstone of the nation s workf orce development system. The WID includes the most important workf orce -related data elements and def ines them consistently ensuring comparability across jurisdictions. The Analyst Resource Center ARC an ETA -f unded grantee which supports consistent LMI data collection provide s and maintains information on the structure and content of the WID at www.widcenter.org structure -2 including background f or this state requirement at www.widcenter.org why -a-standard -structure . States must use WIGS f unds to populate maintain and update the WID. States must also use WIGS f unds to provide related staf f training necessary to meet the WID requirements. Grantees must implement and maintain the most current version of WID and populate all ARC -designated core tables f ollowing ARC procedures . The ARC website www.widcenter.org document all -core -tables describes all required data elements and helps grantees obtain maximum benefit f rom the WID. ETA uses the WID as an input to CareerOneStop www.careeronestop.org an ETA -f unded website providing inf ormation f or job seekers labor market intermediaries employers and workf orce prof essionals. b. State and local industry and occupational employment projections. Please note the requirements f or publishing occupational employment projections are changing ef f ective this year. ETA is no longer requiring states to produce two -year occupational employment projections. Both the two -year and mid -term occupational employment 3 projections will be optional f or states. The Projections Managing Partnership PMP Projections Suite sof tware will still support the publication of the two -year and mid -term occupational employment project ions f or those states who choose to publish the two -year or mid -term occupational employment projections . The ten -year statewide and the ten -year sub -state occupational employment projections requirements and due dates are described in Attachment I. States who are unable to produce the required projections must report this to their ETA regional of f ice bef ore the respective submittal deadlines . ETA worked closely with the PMP state subject -matter experts f or projections and with the U.S. Bureau of Labor Statistics BLS to decide that these changes met both the states and their customers needs while giving f lexibility to states who choose to continue to publish two -year and or mid -term occupational projections. Occupational employment projections are one of the most f requently requested types of labor market inf ormation. Projections are used to identif y in -demand industries and occupations f or career guidance to plan employment education and training and economic development program s as supporting documentation to apply f or federal grants and f or many other purposes. Individual jobseekers and policy makers are particularly interested in projections during times of economic changes. BLS f unds national employment projections but W IGS f und the state and local sub -state projections produced by the states with assistance f rom ETA and BLS. Grantees must use the methodology sof tware and guidelines specif ied by the state -led PMP to produce all projections. Additionally grantees must use the Local Employment and Wage Inf ormation System LEWIS to provide the staf f ing patterns f or sub -state projections. To meet these requirements grantees may use WIGS f unds to obtain training provided by the PMP see https www.projectionstraining.com ARC see www.widcenter.org LEWIS https lewissupport.com and other LMI -related sources. Finally state occupational projections must be posted on the PMP website https projectionscentral.org as well as on the state LMI website to maximize public awareness and availability f or use. c. Employee development and LMI training for service delivery. In accordance with section 3 c 4 of the Wagner -Peyser Act 29 U.S.C. 49b c 4 as amended by section 303 b 2 of WIOA states must provide employee development and LMI training to ensure quality service delivery. In an ef f ort to promote robust use of LMI ETA encourages state LMI of f ices to provide training to State W orkf orce Agency staf f local AJCs WBDs vocational rehabilitation providers providers of services to veterans returning to t he civilian workf orce providers assisting citizens re -entering the workf orce af ter incarceration Supplemental Nutrition Assistance Program Employment and Training SNAP E T providers and Temporary Assistance f or Needy Families TANF service providers. Many local boards programs and service providers are engaged in data analysis to understand the local labor market f or various subpopulations e.g. by race ethnicity gender disability status and veteran status. Training can include the 4 analysis of the labor market by specific populations such as employment earnings and career progression f or dif f erent subpopulations. The training provided and to whom should be identif ied in the state s WIGS Annual Perf ormance Report. The provision of LMI training will help support a one -stop delivery system that provides high quality and prof essional services to job seeker s and businesses. Outreach and training are especially critical as state labor markets experience changes f rom the end of the pandemic and associated economic changes . ETA encourages LMI directors and their staf f to actively seek opportunities to provide inf ormation and training to the local workf orce system employers jobseekers AJCs and those seeking career advice. d. A statewide annual economic analysis report. ETA regards state economic and labor market analyses as essential to plan WIOA and other workf orce programs. Theref ore ETA requires statewide economic analysis report and encourages annual publication. For years in which a comprehensive economic report is not issued grantees must publish other economic reports of value to state policymakers including the governor and state legislature as well as state and local WDBs . The state s e conomic report must be 1 posted to the state LMI website as a Section 508 -compliant accessible PDF f ormat and 2 the state must email the weblink to their ETA regional of f ice. See Required Methods Section d. Publication requirement below f or more inf ormation on 508 compliancy. Grantees have broad discretion over the reports contents but they should include analyses of trends and challenges at both the state and sub -state levels. Examples of topics may include employment growth or decline actual and projected unemployment and other labor market hardship indicators such as low earnings identif ication of growing and or in -demand occupations and or industries other analyses of important industries and occupations and skill shortages mismatches or def iciencies within the limitations of the available data. The analyses should address the jobless population as a whole as well as the experiences needs and challenges of the targeted populations identif ied in state planning requirements. ETA will not accept the f ollowing submissions f or the economic analysis report or its substitute 1 data tables alone 2 job listings 3 maps alone 4 reports done by the grantee f or BLS e.g. news releases employment situation reports projections etc. 5 reports solely f unded by federal sources other than WIGS or 6 any publication that does not contain any economic analysis related to that state. e. Annual Performance Report. Grantees must submit a WIGS A nnual Perf ormance Report to their ETA regional of f ice that summarizes all grantee activities including the core deliverables and activities shown below in the order indicated by October 1 each year . i. Workf orce Inf ormation Database WID ii. Industry and occupational employment projections iii. LMI training f or service delivery and iv. Annual economic analysis and other reports . 5 Whether a core or optional activity each summary must identif y i. A description of the activity ii. How customer consultation is used in each activity iii. Which customer needs are met by each activity and iv. If the activity supports collaborations or leveraged f unding . Grantees are also asked to make any recommendations or suggestions to their ETA regional of f ice f or improving the use of WIGS f unding. Please note The WIGS Annual Perf ormance Report must Be in a Section 508 -compliant accessible PDF f ormat . See Required Methods Section d. Publication requirement be fore f or more inf ormation on 508 compliancy. Have a cover letter signed by the State W orkf orce Agency head prior to submittal to the ETA regional of f ice. If this is not possible a written justif ication explaining why the State W orkf orce Agency head has not signed the letter must be provided to the ETA regional Federal Project Of f icer FPO f or this grant. This letter needs to be submitted as a separate Section 508 -compliant accessible PDF . Required Methods. Grantees have considerable f lexibility in conducting their work but must meet certain methodological standards in collaborating with partners consulting with customers collecting data disseminating statistics maintaining data integrity conf identiality and security and posting their products on the Internet. a. Partnerships. In order to best serve their customers and optimize the federal investment grantees should establish and maintain partnerships that grantees consider relevant and mutually benef icial. Such partnerships help to increase resources improve program outcomes and help WLMI data inf luence planning and program decis ions. Examples of partnerships to develop may include schools K -12 2 -year colleges universities career and technical schools state -wide and local WDB and economic development bo ards any eligible training provider SNAP E T agencies TANF agencies veteran -serving organizations and other government agencies in your states and regions that use LMI or can use LMI in their planning and decision -making. b. Customer consultation. One of the key tenets of WIOA is meeting the needs of businesses and jobseekers. Further WIOA requires states to consult with customers including employers WDBs core partner programs such as education agencies participants students and others about the relevance of the WLMI collected and disseminated. WIGS grantees must consult with customers to ensure the workf orce system is providing relevant and integrated inf ormation to support decision -making by state and local WDBs and other stakeholders. ETA does not prescribe how to perf orm outreach but suggests it be perf ormed in collaboration with other workf orce system entities that are doing similar outreach such as business engagement or industry outreach 6 staf f at the state and local level. Grantees must document these consultations in their WIGS Annual Perf ormance Report. c. Data collection and research methodology. All ETA -f unded data collection population and dissemination activities must conf orm to the appropriate BLS PMP ARC or generally accepted prof essional standards and methodologies . Inf ormation used in reports must 1 be based in part on needs identif ied through customer consultations and product assessments and 2 come f rom credible sources that meet prof essional standards. Multiple sources must be used except when the report is based upon a single survey. Sourc es must be clearly ref erenced and or f ootnoted. Any additional methodologies employed and any variants encountered in the research must be clearly described. d. Publication requirements . In order to maximize the availability of WLMI products grantees must post grant -f unded products reports and workf orce inf ormation on their websites in a readily accessible manner unless otherwise indicated and meet standard federal accessibility requirements www.section508.gov . To meet this criterion grantees may use WIGS f unding to develop maintain improve or host WLMI websites and other electronic delivery systems. Grantees must also use the approved language in Attachment 2 on products or sites that are f unded by WIGS. This language is in Attachment 2 f or convenience but is a standard requirement included in ETA grant award documents. e. Information technology IT specifications. To maximize its usef ulness any IT system or application developed with WIGS should adhere to industry -standard open architecture principles with documentation and software made available f or use by other organizations f or federal governmental purposes. To enhance the reporting of the delivery of both virtual in -person and hard copy WLMI services to customers states are encouraged to work toward greater management inf ormation system integration to capture WL MI services provided. Additionally we encourage states to maintain and share with ETA state LMI website analytics such as the number of visitors page views top LMI pages or websites visited or other analytics the state would like to share. If available p lease provide such inf ormation in the WIGS Annual Perf ormance Report. Required forms files and deadlines. Please ref er to TEGL No. 12 -23 Workf orce Innovation and Opportunity Act WIOA Adult Dislocated Worker and Youth Activities Program Allotments f or Program Year PY 202 4 PY 202 4 Allotments f or the Wagner - Peyser Act Employment Service ES Program and PY 202 4 Allotments of Workf orce Inf ormation Grants to States f or application submission requirements f or PY 202 4 WIGS grants. a. Other standard forms and files. ETA requires grantees to complete ETA Form 9130 quarterly f inancial reports within 45 days of the end of each quarter. In addition grantees 7 must maintain their internal grant f iles in electronic f orm and make these available to ETA upon request. b. Deadlines. By accepting WIGS f unding a state agrees to f ulf ill all work specif ied in this guidance and adhere to the specified deadlines. ETA expects grantees to expend WIGS f unds using a First in First Out spending system. All grant f unds awarded in a prior program year should be expended bef ore spending f unds received f rom a later grant . Any carryover must be expended bef ore spending any new f unding. Grantees must expend the PY 2024 f unds within the three -year period ending June 30 202 7. During the perf ormance period the grantee and the ETA regional of f ice may jointly adjust planned expenditures within the state s allotment. All WIGS expenditures must support the required and allowable activities and conf orm to reasonable necessary and allocable costs specif ied in 2 CFR Part 200 Unif orm Guidance see https www.ecf r.gov cgi -bin text -idx tpl ecf rbrowse Title02 2cf r200 main 02.tpl . WIG S cannot be used to supplant f unding f rom other federal or state sources. Please contact your ETA regional FPO if you have questions or need technical assistance. Encouraged economic and labor market reports and products . ETA encourages grantees to produce other reports and data in addition to those specif ied above. Grantees have wide discretion in both the topics and presentation f ormat. These reports should include accurate data actionable inf ormation and resources th at enable job seekers employers staff in AJCs state and local WDBs policy makers and the workf orce development system to make inf ormed decisions about the reemployment work -based learning t raining and career pathways strategies that lead to rapid reemployment and worker advancement along a continuum of high -demand and higher wage jobs. Examples of such other products include online self -service tools and other occupational and career guidance resources for job seekers including UI claimants industry - or occupation -specif ic research data visualizations job vacancy surveys supply demand analysis reports based on analyses of on -line job orders job ads data sources and studies of topics of continuing interest such as labor or skill supply and demand mismatches and deficiencies . Examples of these reports and products are f ound on state websites and various U .S. Department of Labor websites. Other allowable activities . ETA encourages states to provide training and technical assistance to customers outside of the required LMI training f or state and local workf orce development staf f. All LMI training provided by WIGS f unded staf f should be reported in the WIGS Annual Perf ormance Report and should include the f ollowing inf ormation i. Type of LMI training provided ii. The customer group receiving the training iii. Date iv. Location and v. Estimated number of individuals receiving the training . ETA also encourages grantees to leverage WIGS f unds by expanding partnerships among the workf orce development system and education training and economic development communities. 8 5. Inquiries . Columns 2 and 3 contain important administrative details that have not been included in the body of the TEGL. Deliverables and Requirements Due Dates Submission Formatting and Other Requirements REPORTING SF 424 Application for Federal Assistance Instructions f or the SF -424 and f orms can be f ound at https www.grants.gov f orms forms -repository sf -424 - f amily and search f or OMB number 4040 -0004 . If a state believes it is necessary to revise their expenditure plan due to unf oreseen f actors the state may petition the ETA regional of f ice f or approval to modif y the plan. Sample completed SF 424 f orms may be obtained from the applicable ETA regional of f ice. The SF 424 is required to be submitted according to the instructions in TEGL 12 -23 . States must submit the SF 424 to www.Grants.gov . ETA Form 9130 quarterly financial reports. All sections of the f orm must be completed. Within 45 days af ter the end of each quarter . Specif ied in TEGL 20 -19. August 15 November 15 February 15 and May 15. I-2 Deliverables and Requirements Due Dates Submission Formatting and Other Requirements WIGS Annual Performance Report. The report must include hyperlinks to all published products and major unpublished products must be attached. It must also summarize all activities including the f ollowing. Describe all deliverables highlighting new accomplishments and noting whether partnerships or collaborations were involved. The required customer consultations regarding products and services including the customer needs identif ied. If customers identif ied needed improvements state the responsive measures taken. Partnership and collaborative ef f orts including activities to leverage grant f unding and new activities. Recommendations to ETA f or changes and improvements. Description of the training provided to include date subject who attended and the presenter s . The report must be a Section 508 -complaint accessible PDF f or posting online . A signed cover letter f rom the State Workf orce Agency head must accompany the report and also be a Section 508 -compliant accessible PDF. October 1 2025 1 The state LMI Director is to submit the signed letter and report as separate PDF f iles to the appropriate ETA regional of f ice. 2 States must post this report but not the cover letter on their LMI website. 3 Unless a product ref erred to is a website all Internet links in the document must lead directly to the product not to a website that includes the product. 4 See general product and publication requirements. I-3 Deliverables and Requirements Due Dates Submission Formatting and Other Requirements PRODUCT AND PUBLICATION REQUIREMENTS Product Requirements general Provide accurate and actionable inf ormation that enables inf ormed decisions by customers and supports the development of data -driven strategies and policies. Produce products benef itting the governor state legislature state and local WDBs relevant stakeholders and the public. ETA encourages grantees to notif y their regional of f ice when products are posted on the Internet. Ongoing All products must include the date of issuance or revision and an acknowledgement that the product was produced either in whole or in part with U.S. Department of Labor -f unded WIGS. Documents must be f ormatted to permit parts to be copied including specif ic words e.g. a MS Word document or accessible PDF f ormatting i.e. .pdf enabling such copying and be 508 - compliant . Publication Requirements general . States must post all grant -f unded products reports and workf orce inf ormation on the Internet in a manner accessible to all members of the public unless otherwise indicated and comply with Rehabilitation Act Section 508 requirements. Within a reasonable period af ter the completion of the work States must include links to all WIGS -f unded published material on their LMI website and present it in a manner that makes it easy f or the public to f ind. States must post such products reports and workf orce inf ormation on their LMI website. All materials must be 508 - compliant. I-4 Deliverables and Requirements Due Dates Submission Formatting and Other Requirements Workforce Information Database WID . Implement and maintain the most current version 2. 8 of the WID and populate all designated core tables in accordance with Analyst Resource Center ARC guidelines required data elements are listed at www.widcenter.org state -dbas . Please be aware that work has commenced on WID 3.0 and the anticipated implementation date is July 2025. More inf ormation regarding WID 3.0 can be f ound at https widcenter.org wid -3-0-suggested -implementation - procedure No revisions this year version 2.8 should have been implemented by July 15 2020. NOTE anticipated due date f or WID 3.0 is July 2025 Implemented in the manner specif ied by the ARC. States should inf orm their ETA regional of f ice if they use supplemental or non - standard WID tables. Occupational licensing inf ormation states must populate the database with the license and licauth licensing f ile s and submit them to the ARC on an annual basi s. June 30 2025. States must submit data in the manner specif ied by ARC. I-5 Deliverables and Requirements Due Dates Submission Formatting and Other Requirements Employment Projections general . Ongoing State must provide links to all published projections in the WIGS Annual Perf ormance Report. States must post published both industry and occupational employment projections on their LMI website and provide the occupational employment projections to the PMP f or posting on its website. Any u npublished projections products must be provided to the ETA regional of f ice . Statewide long -term industry and occupational projections 10 -year projections Not required f or PY2 4. Please notif y your ETA regional FPO if you will publish these . State wide 10 Year Projections are not required under this TEGL. Please note these will be required under next year s TEGL. Sub -state long -term industry and occupational projections 10 -year projections 2022 - 2032 Due July 7 2025 Please post the s ub -state 10 Year Projections to your state LMI website . NOTE If a state produces both the state -wide and sub -state 10 -year employment projection together in the same year then the f ollowing year no employment projections will be required. States may continue this cycle of publishing 10 -year state -wide and sub -state employment projections every other year . For this situation July 7 2025 or please consult with your ETA regional FPO . If both are created please post them both to your LMI website. Two -year or mid -term industry and occupational projections state -wide Optional . Please notif y your ETA regional FPO if you will publish these. If created the f ile must be provided to PMP in a manner to be specif ied by the PMP . These should also be posted to the state LMI website. Within 90 calendar days f ollowing the end of the program year Must be f ormatted in a manner to permit parts of it to be copied including specif ic words e.g. a MS Word document or accessible PDF i.e . pdf f ormat enabling such copying.
