To transmit instructions f or implementing revisions to the ETA 9128 Reemployment Services and Eligibility Assessment Workload report. 2.Action Requested. The U.S. Department of Labor Department Employment and Training Administration ETA requests state agency administrators to provide information contained in this Unemployment Insurance Program Letter UIPL to appropriate staf f . This inf ormation should be shared with staf f working in the f ollowing program areas and other relevant staf f the UI program RESEA program RESEA program partners Unemployment Insurance Required Reports UIRR and or Inf ormation Technology and Workf orce Inf ormation Labor Market inf ormation programs. ETA s expectation is f or states to begin reporting the revised line items as soon as f easible with a f ull implementation of the revised ETA 9128 RESEA Workload report no later than February 20 2025 ref lecting the due date of the report f or the quarter ending December 31 2024 . 3.Summary and Background. a.Summary This UIPL announces revisions to the ETA 9128 Reemployment Services and Eligibility Assessment Workload report that are being implemented to capture inf ormation about states subsequent RESEA activities as explained below in Background and to account f or individuals selected f or RESEA participation who are later determined to be ineligible f or RESEA participation bef ore the initial RESEA appointment. b.Background As part of the ongoing expansion of the permanently authorized RESEA program many states have modified their RESEA programs to include additional RESEA meetings ref erred to as subsequent meetings. Additionally states have also expanded both their integrity and quality assurance processes to identif y claimants who bef ore the initial RESEA meetings were incorrectly prof iled otherwise ineligible f or RESEA or potentially f raudulent. The ETA 9128 Reemployment Services and Eligibility Assessment Workload report revisions enable ETA to capture and analyze data f or these 2 common state modif ications to RESEA operations and provide a more comprehensive accounting of states RESEA workload s. The Department uses the inf ormation collected in the ETA 9128 Reemployment Services and Eligibility Assessment Workload report to 1. Evaluate state perf ormance in terms of service delivery 2. Report on the RESEA activities including the number of initial and subsequent scheduled RESEA sessions the number of individuals who participated in initial and subsequent RESEA session s the number of individuals who f ailed to appear f or scheduled initial and subsequent RESEA session s results of assessments average weeks to reemployment and average weeks of benef it payments and 3. The number of individuals reporting to reemployment services or training. The RESEA program bridges UI and other Workf orce programs and includes state -level discretion on how RESEA activities are staf f ed and delivered. Although states have discretion in RESEA program staf f ing a state UI program staf f member s must be available and must be involved in the RESEA f unctions including reporting. Each quarter bef ore submission the ETA 9128 Reemployment Services and Eligibility Assessment Workload report is to be reviewed by a UI staf f member s f or accuracy and to ensure timely submission to ETA . Depending on a state s RESEA program design accurate and timely report ing may require collaboration between UI and RESEA program staf f . Section 303 a 6 of the Social Security Act 42 U.S.C. 503 a 6 gives the U.S. Secretary of Labor the authority to implement the ETA 9128 RESEA Workload report. This revised ETA 9128 RESEA Workload report is authorized by Of fice of Management and Budge t Approval No. 1205 -0456 expiration date 12 31 2025. 4. Additions and Revisions to the ET A 9128 RESEA Workload Report . a. Purpose of Change. To capture workloads associated with the increasing use of subsequent RESEA meetings the ETA 9128 Reemployment Services and Eligibility Assessment Workload report has been revised to include a breakout of initial and subsequent activities data. Approximately half of all states and territories operating RESEA programs include subsequent RESEA meetings as part of the RESEA program design and it is a nticipated that other states will f ollow with similar expansions . b. Timeframe for States to Adopt Changes. ETA has completed its revisions to the ETA 9128 Reemployment Services and Eligibility Assessment Workload report in the UIRR application and the new f ields are now available f or data entry. ETA s expectation is f or states to begin reporting the revised line items as soon as f easible with a f ull implementation of the revised ETA 9128 Reemployment Services and Eligibility Assessment Workload report no later than February 20 2025 ref lecting the due date of the report f or the quarter ending December 31 2024 . 3 c. Explanation of Revisions . The f ollowing section provides updated instructions f or each of the 7 lines impacted by this change. 1. Item 1a. Scheduled Initial RESEAs Determined Ineligible f or P articipation . Enter the number of scheduled RESEAs f rom Item 1 that were later identif ied as being incorrectly selected or ineligible f or RESEA participation bef ore the initial RESEA meeting occurs. The identif ication of claimants determined to be incorrectly selected or ineligible f or RESEA will depend on state specif ic UI and RESEA program requirements. Common examples include insta nces where a claimant is in approved training is receiving unemployment compensation UC other than regular UC such as extended benefi ts has a return -to-work date secures work only through a union hiring hall was disqualif ied f rom UC f or a non -related eligibility issue or the claim has been determined to be f raudulent. Once an individual is counted in this line item the individual will not be included in any other subsequent items on the report. 2. Item 2a. Initial . Enter the number of RESEAs f or which an of f icial notice was sent to the claimant instructing claimant s to report to RESEA services. This number includes both those scheduled initial RESEAs f or which claimant s reported as directed which are reported in item 3a and those scheduled initial RESEAs f or which claimant s failed to report which are reported in item 15a. It also includes rescheduled initial RESEAs f or those claimants who failed to report. It does not include those initial RESEAs f or which claimant s cancelled in advance and which were rescheduled with no disqualif ication. 3. Item 2b. Subsequent . Enter the number of subsequent RESEAs f or which claimant s were instructed to report f or additional RESEA services. This number includes both those scheduled subsequent RESEAs f or which claimant s reported as directed which are reported in item 3b and those scheduled subsequent RESEAs f or which claimant s f ailed to report which are reported in item 15b. It also includes rescheduled subsequent RESEAs f or those claimants who f ailed to report f or subsequent RESEA s. It does not include those subsequent RESEAs f or which claimant s cancelled in advance and which were res cheduled with no disqualif ication. 4. Item 3a. Initial . Enter the number of completed RESEAs to which claimant s reported as directed . Include RESEAs that were conducted f or claimants who were rescheduled f or a RESEA af ter missing an appointment . 4 5. Item 3b. Subsequent . Enter the number of completed subsequent RESEAs to which claimant s reported as directed . Include subsequent RESEAs that were conducted f or claimants who were rescheduled f or a subsequent RESEA af ter missing an appointment. 6. Item 15a. Initial . Enter the number of initial RESEAs f or which claimant s were scheduled to report and failed to do so. This number includes those claimants who were sent an of f icial notice to report f or an initial RESEA and who did not report as directed. It includes claimants who failed to report and who were subsequently rescheduled f or an initial RESEA at a dif f erent time. It does not include initial RESEAs that were cancelled in advance by claimant s and f or which no disqualif ication was issued. 7. Item 15b. Subsequent . Enter the number of subsequent RESEAs f or which claimant s were scheduled to report and failed to do so. This number includes those claimants who were notif ied to report f or a subsequent RESEA and who did not report as directed. It includes claimants who failed to report and who were subsequently rescheduled f or a subsequent RESEA at a dif f erent time.
