Base - Funding Formula for State Grants of this UIPL . These projected allocations do not include adjustments for the 60 percent carry -over threshold described in Section 4 b i D of Training and Employment Guidance Letter No. 5 -21 and Section 4.b.i.D. of this UIPL . The Employment and Training Admi nistration will provide revised state -level allocations that reflect application of the 60 percent carry -over threshold based on December 2022 financial reports provided in February 2023 . States must account for carry -over threshold as part of their RESEA State Plan activities. These funding allocations represent the maximum funding level a state may request to support its FY 2023 RESEA actives. States are strongly encouraged to take adva ntage of available funding to further build and expand their RESEA program capacity see Section 4.b. of this UIPL for additional information. However the state may request a lesser amount based on capacity projected need and other factors. I-3 States tha t did not receive an increase from their FY 2022 allocation were subject to the formula s minimum funding provision. The funding for these states was increased from their formula -based allocation to the minimum funding level of 498 400.
