TRAINING AND EMPLOYMENT NOTICE NO. 04-22 DATE August 12 2022 EMPLOYMENT AND TRAINING ADMINISTRATION U.S. DEPARTMENT OF LABOR WASHINGTON D.C. 20210 TO STATE WORKFORCE AGENCIES FR OM BRENT PARTON s Acting Assistant Secretary SUBJECT Interstate Connection Network ICON Interstate Benefit Inquiry IBIQ schema change for states connecting via web services 1. Purpose. To inform states of a change to the IBIQ schema affecting states connecting to ICON IBIQ via web services. 2. Action Requested. The Employment and Training Administration ETA requests StateAdministrators to provide the information in this notice to appropriate program staff and to integrate the changes described in this guidance into operation within six 6 months of the release of this notice. Failing to meet this timeline may result in receiving errors when attempting to obtain responses with the new elements 3. Summary and Background.a.Summary This notice provides state unemployment insurance UI agencies information regarding a change to the ICON IBIQ schema as part of an ICON modernization project. This change will provide states with comprehensive claim wage and overpayment information while streamlining the IBIQ response to allow all states to view the same data elements across claims. Some of the schema changes include but are not limited to Allowing for 35 characters for employer DBA names Allowing for period marks . in city names Allowing for hyphens - and apostrophes in city names Allowing for commas and hyphens - in last names Allowing for spaces in multiple data elements Adding CN as a state code for Canada The new IBIQ schema is available at ui-icon.org under the Application Info link. It will also be emailed to all Interstate Program Coordinators IPCs and Federal Program Coordinators FPCs as well as identified state ICON programmers. b.Background ICON is a vital UI system that aids in processing interstate claims claims for former federal workers UCFE and claims for former military servicemembers 2 UCX . The ICON system was implemented in 1982. In April 2022 the National Association of State Workforce Agencies NASWA Center for Employment Security Education and Research CESER contracted with a vendor to modernize the ICON system. During the first phase of this project the vendor will focus on ICON s real time applications Unemployment Insurance Query UIQ State Identification Inquiry SID Withdrawn Invalid Claims WIC2 and IBIQ. Upon completion of this phase containerized code for these real-time applications will be released for states to implement. As part of this modernization project the vendor has updated the IBIQ schema which must be implemented by states connecting to ICON IBIQ via web services within six 6 months of the date of this notice. Failing to meet this timeline may result in receiving errors when attempting to obtain responses with the new elements. 4. Available ICON Resources Tools and Services.
