ROONEY s Deputy Assistant Secretary SUBJECT Fiscal Year FY 2018 Advance Funding Levels Available October 2017 for Workforce Innovation and Opportunity Act WIOA Programs and Correction to the Amounts for Youth and Adult S mall State Minimum Allotments 1.Purpose. This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2018 funds which became available to states on October 1 2017. This Change 1 to TEGL 2 7-16 revises the funding available to states in October 2017 to reflect t he 0.6791 percent reduction enacted in the short-term Continuing Appropriations Act for FY 201 8 and corrects the amounts for Youth and Adult small state minimum allotments. 2.References. Background. TEGL 27-16 issued on June 9 2017 announced Program Year PY 2017 WIOA state allotments. This Change 1 TEGL informs the states of recent allotment adjustments necessary due to the Continuing Appropriations Act 2018 P.L. 115-56 enacted on September 8 2017 henceforth referred to as the Continuing Resolution . The Continuing Resolution did not reduce the WIOA Youth Activities funds available April 1 2017 or the base portion available July 1 2017 of funding for Adult and Dislocated Worker activities. However the Resolution did reduce the FY 2018 advance funds for WIOA Adult and Dislocated Worker programs by 0.6791 percent. In addition this Change 1 TEGL corrects the amounts for small state minimum allotments in the last sentence in F. Small State Minimum Allotment States under section 4. State WIOA Youth Activities Funds Title I--Chapter 2--Youth Activities. The minimum allotment correction is shown in bold in the following sentence. States that meet the criteria for PY 2017 as a minimum allotment State are those states that receive a PY 2017 WIOA Youth allotment of 2 128 572 or receive a PY 2017 WIOA Adult allotment of 2 017 831. 4. Notice of Award NOA . The Department will issue a NOA with the new FY 2018 advance amounts for the Adult and Dislocated Worker programs. Because ETA will take into account the reduction when the NOA is issued the states need take no further accounting actions. 5. Possibility of an additional Rescission to FY 2018 Funding. It is possible that the final appropriation for FY 2018 will contain an additional rescission greater than the 0.6791 percent reduction to the Adult and Dislocated Worker Advance funding identified in this Change 1 to TEGL 27-16. 6.
