Purpose . To provide the five outlying areas with PY 2011 allotments for the WIA Title I Adult Dislocated Worker and Youth Activities programs. 2. References . Background . TEGL 26-10 provided PY 2011 WIA allotments to states and the overall WIA funding allotted to outlying areas. As a follow-up to the original issuance Change 1 announces allotment levels to each of the five outlying areas see RESCISSIONS None EXPIRATION DATE Continuing 2 attachments A-C . These PY 2011 allotments are from funds appropriated in the Full-Year Continuing Appropriations Act 2011 PL 112-10 Division B Titles I and VIII signed April 15 2011. TEGL 26-10 covers the unique policies gove rning these funds. Outlying areas are encouraged to review the original issuance of this TEGL to ensure compliance with these policies. Change 1 covers WIA allotments for the following outlying areas Americ an Samoa Guam Northern Marianas Palau and the Virgin Islands. Allotments are based on a discretionary formula as authorized under WIA Title I. The Marshall Islands and Micronesia no longer receive WIA Title I funding instead these areas n ow receive funding from the Department of Education s appropriation. See Compac t of Free Association Amendments of 2003 P.L. 108-188 December 17 2003 codi fied at 48 U.S.C. 1921d f 1 B iii the Compact . The Compact also specified that the Republic of Palau remained eligible for WIA Title I funding. See 48 U.S .C. 1921d f 1 B ix . The Consolidated Appropriations Act 2010 in the Department of Education s General Provisions at Section 309 Title III Division D P. L. 111-117 amended the Compact to extend the availability of WIA Title I funding to Palau through FY 2010. Section 1104 of the Full-Year Continuing Appropriation s Act 2011 further extended the same funding to Palau through FY 2011. In addition to the TEGL allotments and descriptions of the allotment formulas will be published in the Federal Register . Comments from the public may be submitted to the Employment and Training Administration ETA on the formula used to distribute funds to outlying areas. 4. Allotment Levels . I. WIA Youth Activities . The appropriated level for PY 2011 for WIA Youth Activities totals 825 913 862 which includes 2 064 785 for outlying a reas. Availability of Funds . I. Upon execution of the PY 2011 WIA Annual Funding Agreement Youth program funds will be available for use by outlying areas. II. For the Adult and Dislocated Worker programs allotments will be issued in two Notices of Obligation one for July 1 2011 under the PY 2011 WIA grant agreement and the other for October 1 2011 also under the PY 2011 WI A grant agreement . 6.
