EMPLOYMENT AND TRAINING ADMINISTRATION U.S. DEPARTMENT OF LABOR WASHINGTON D.C. 20210 NO. 25-10 TRAINING AND EMPLOYMENT NOTICE DATE February 25 2011 TO STATE WORKFORCE AGENCIES STATE WORKFORCE LIAISONS NATIONAL FARMWORKER JOBS PROGRAM NFJP GRANTEES FROM JANE OATES s Assistant Secretary SUBJECT Monitor Advocate MA Training at the 2011 Midwest Association of Farmworker Organizations MAFO National Farmworker Conference 1. Purpose . To inform State Workforce Agencies SWAs liaisons and NFJP grantees of the 2011 MAFO National Farmworker Conference and the monitor advocate training sponsored by the Employment and Training Administration ETA and the national and regional monitor advocates. The conference and training will be held in San Antonio Texas from March 20 to March 23 2011. 2. Background . The Wagner-Peyser Act regulations at 20 CFR 653.108 k requires monitor advocates to establish ongoing liaisons with NFJP grantees and other far m worker organizations serving farmworkers and employers 20 CFR 653.108 e stipulates monitor advocate training requirements. The MAFO National Farmworker Conference and Monitor Advocate Training Conference provides the opportunity to meet these requirements. 3. Monitor Advocate Training . To ensure continued compliance with Job Service regulations and improve states capacity to deliver farmworker services the ETA national and regional monitor advocates conduct yearly monitor advocate training for all state monitor advocates. This will provide participants with the opportunity to establish ties that will strengthen partnerships and enhance service delivery to MSFWs within the workforce system. The objectives of the training are to 1 provide best practices to monitor advocates to improve services and performance 2 better integrate services to MSFWs and agricultural employers in the workforce system 3 better coordinate the enforcement of farmworker regulations 4 facilitate the exchange of information among farmworker service providers and 5 enhance communication and cooperation between farmworker groups and state and Federal officials. 4. Arrangements . The monitor advocate training and MAFO Conference will be held at the Hyatt Regency San Antonio 123 Lasoya Street San Antonio Texas 78205. The special rate for the Hyatt Regency Hotel during the training conference will be 106. 00 per night. For reservations participants should contact the hotel directly by phone at 210 222-1234 or by fax 210 227- 4925. Hotel reservations should be made and confirmed by March 4 2011 to receive the special conference rate. 2 The cost of registration for state monitor advocates or their designee will be paid by the ETA s Region 4 Office in Dallas. State monitor advocates or their designees no more than one person per state should register by completing the attached registration form and faxing it or scanning and emailing it to the ETA regional monitor advocate serving their state by March 4 2011. Any additional participants should be registered via the MAFO website www.mafofarmworker.com . 5. Action Requested . State administrators are requested to strongly encourage state monitor advocates and other staff involved with farmworker and One-stop services to attend the MAFO conference and the monitor advocate training. 6.
