GILBERT s Administrator Office of Workforce Investment SUBJECT Consultations on Workforce Investment Act Wagner-Peyser Act State Planning Guidances for the Program Year 2010-2015 Five- Year Planning Cycle 1. Purpose . To provide additional information about planned consultations for the development of Workforce Investment Act WIA Wagner-Peyser Act State Planning Guidances for the Program Year PY 2010-2015 Five-Year Planning Cycle. 2. References . Wagner-Peyser Act as amended 29 U.S.C. 49 et seq. Workforce Investment Act of 1998 as amended 29 U.S.C. 2801 et seq. Workforce Investment Act Final Rule 20 C.F.R. parts 660-671 Training and Employment Notice TEN No. 41-07 WIA Wagner- Peyser Act State Planning Guidances for PY 2009 and Consultations on Guidances for PY 2010 and Subsequent Years 3. Background . The current five-year planning cycle for WIA Wagner-Peyser Act State Plans will end on June 30 2010. In preparation for the new five-year planning cycle that begins July 1 2010 PY 2010 the Federal Government will develop new Stand-Alone and Unified State Planning Guidances with the goal of establishing a new planning process that will enable states to use State Plans as an effective strategic planning tool while at the same time fulfilling the Federal Government s statutory requirements. To help inform this effort the Employment and Training Administration ETA seeks to 2 engage States and local areas in consultations regarding State Planning Guidances for the PY 2010-2015 Five-Year Planning Cycle. In TEN 41-07 ETA provided information on 1 submission of PY 2009 State Plan modifications the last year in the current five-year planning cycle and 2 ETA s intention to conduct consultations indicating that further details would be released in Summer 2008. This notice provides further information on the intent of the consultation process and outlines opportunities for State and local participation. 4. Overview of Consultation Process . The consultation process seeks to obtain input from States and local areas on developing a planning process that is meaningful and useful for States. Topics to be addressed in the consultation process include formats for a State Plan and identification of critical content or subject areas for inclusion in the State Plan. ETA is seeking fresh ideas and all States and local areas are encouraged to communicate their ideas for a revised State Planning process to ETA through the opportunities described in Section 5. 5. Consultation Events . Webinars. ETA will hold two webinars for those involved in the state planning process including State Workforce Administrators and other State officials State Workforce Investment Board members and Executives Directors and Local Workforce Investment Board members and Executive Directors. The webinars will be held on September 24 2008 from 2 30 to 4 00 pm Eastern Standard Time and September 29 2008 from 12 00 to 1 30 pm Eastern Standard Time . You can register to participate in the webinars at www.workforce3one.org . Regional Office Meetings. ETA is incorporating discussion of the State Planning Guidances for the PY 2010-2015 planning cycle into the periodic meetings and conference calls that ETA s Regional Offices hold with States. These events will take place in Fall 2008 and States will be notified of the date by their Regional Administrator. 6. Inquiries .
